5. Justification (must cite accreditation and/or assessment by the graduate faculty) for new course or
course revision or course renumbering:
The graduate faculty of the Counselor Education program met and determined that
COAD 6415 must be revised to be aligned with current accreditation and state
licensing standards and professional language. The Council for Accreditation of
Counseling and Related Educational programs (CACREP) has shifted to the use of
Clinical Mental Health Counseling as opposed to Community and Agency
counseling to be more encompassing of the diverse professional services provided by
professional mental health counselors. In response to CACREP’s shift, the NC
Board of Licensed Professional Counselors has also adopted the Clinical Mental
Health Counseling terminology. In order to remain consistent with professional
expectations and licensure requirements for our students, the Counselor Education
program must also shift to the Clinical Mental Health Counseling umbrella,
including the use of this course name and a broader course description and course
expectations. Additionally, the National Board of Certified Counselors offers a
professional credential, the Certified Clinical Mental Health Counselor (CCMHC).
By renaming COAD 6415 to Clinical Mental Health Counseling and modifying the
requirements, the program would meet one of the academic requirements for the
CCMHC credential, increasing licensure portability for students and the ability of
the Counselor Education program to recruit out-of-state students.

6. Course description exactly as it should appear in the next catalog:
6415. Clinical Mental Health Counseling (3) P: COAD 6400, 6404. History,
philosophy, organization, management and delivery of counseling services in diverse
clinical mental health settings. Focus on helping strategies that promote mental
health wellness, personal growth, and development through preventive,
developmental and remedial models of intervention.
7. If this is a course revision, briefly describe the requested change:
The faculty are requesting that the course be renamed to be consistent with
contemporary professional language and that the course description be revised to be
consisted with expectations of the course, national accreditation standards and state
licensure requirements. The course is currently named Agency and Community
Counseling and the faculty request that it be renamed Clinical Mental Health
Counseling. Additionally, changes to the program description are requested in
order to broaden the scope of the course in order to bring it into alignment with
CACREP accreditation standards, NC LPC Board state licensure requirements and
the National Board for Certified Counselor Certified Clinical Mental Health
Counselor credential. Additionally, faculty members are requesting to change the
prerequisites listed for this course, deleting COAD 6401 and COAD 6402 and
adding COAD 6400 (formerly COAD 5370). The faculty met and determined that
requiring COAD 6400 (the introductory course for the program) and COAD 6404
(Theories of Counseling) would provide students with a sufficient base of knowledge
for successful engagement in COAD 6415: Clinical Mental Health Counseling
(formerly Community and Agency Counseling). Additionally, these prerequisites
will allow for a standard rotation of courses, consolidating resources required for
facilitation of the counselor education program. The faculty have approved the
proposed revisions.

Upon completion of this course, students will be able to:
1. Synthesize the historical, philosophical, societal, cultural, economic, and
political dimensions that shaped and influenced the mental health counseling
field.
2. Analyze their attitudes, beliefs, and acculturative experiences related to their
professional roles with clients, functions, and relationships with other human
service providers within the mental health system’s network.
3. Analyze current practices in mental health including policy processes,
financing, advocacy processes, credentialing and licensure, and accreditation
standards to improve service delivery opportunities in clinical mental health
counseling
4. Advocate for policies, programs, and services that are equitable and responsive
to the unique needs of clients.
5. Analyze client’s stage of dependence, change, or recovery to determine
appropriate treatment modality and placement criteria within the continuum of
care.
6. Evaluate counseling and consultation characteristics and behaviors that
influence treatment and synthesize essential skills required to develop and
maintain therapeutic relationships with the various systems and diverse clients
involved in mental health counseling and treatment. Within this context, the
student will synthesize counseling models that reflect current professional
research and practice and evaluate effectiveness within an evolving health care
system.
7. Assess ethical and legal considerations within current mental health practices
including program evaluation, conflict resolution, discrimination, and
oppression.
8. Synthesize principles and practices of diagnosis, treatment, referral, and
prevention of mental and emotional disorders to initiate, maintain and terminate
counseling.
9. Apply appropriate use of diagnostic tools, including the current edition of the
DSM, to describe symptoms and clinical presentation of clients with mental and
emotional impairments.
10. Analyze appropriate counseling strategies when working with clients with

Course Requirements:
1. MIDTERM EXAM – The midterm exam will be taken online, and will have a
time limit. You are expected to take the exam WITHOUT using any notes,
books, or additional materials. You are expected to treat the exam the same as
if it were to be taken in a classroom setting. Any violation of this will be seen
as an academic violation. 15% (See Objectives 1, 2, 3, 4, 5, 6, 7, and 8)
2. FINAL EXAM - The final exam will be taken online, and will have a time
limit. You are expected to take the exam WITHOUT using any notes, books, or
additional materials. You are expected to treat the exam the same as if it were
to be taken in a classroom setting. Any violation of this will be seen as an
academic violation. 20% (See Objectives 1, 2, 3, 4, 5, 6, 7, 8, 9 and 10)
3. COMMUNITY AGENCY INTERVIEW & PRESENTATION – Select a
community agency of interest, investigate it, and give a report of what you find
to the class using a PowerPoint presentation, via the Discussion Board (I will
create a thread for you to post your findings). The report should include the
agency’s goals, situation, outlook, and size (number of staff, number of clients
served, and target population). Tell us as much information as you can
regarding the site, where it is, what services they provide, how old they are,
toughest/best parts of the job, qualifications, etc. You can get some information
from brochures and pamphlets, but should also interview someone who works
at the site. I will post some sample questions for you to ask of the site, but you
may ask additional questions as well. The goal is to give your classmates a
clear picture of an agency.
Thus, you will interview someone at a particular site of your choosing, record
the answers, and then type up a report. Sections to be included in the paper are:
mission statement, agency goals, target population, staff patterns (who is hired
as counselors; what is their credentials and how many on staff), future
employment opportunities for counselors, sources of funding, salaries, types of
services offered, client demographics (i.e. sex, age, ethnicity), mean number of
sessions per client, and how the agency interfaces with other agencies. The final
section of the paper will consist of your personal reaction to the agency (i.e.
would you work there? Why or why not?) You will also include at the end of
your report your impressions of the place you investigated. How were you
greeted? What did it look like? The feeling you had upon entering? Any
impressions, good or bad, that you had of the place.
You are to check with me about your site of choice BEFORE you interview
anyone. I will post a copy of sample questions that you may ask of the person
at the agency. All sites MUST be approved prior to the interview.
In addition, you are to think of this as a professional report, so grammar DOES
MATTER, and you should make every effort to create a report free of errors.
The report should include the name of the place you investigated, the person
you interviewed, as well as contact information for the agency. I would expect
this report to be at least 4-5 pages in length excluding title-page and any
references you might have (double-spaced pages).

4. COMMUNITY ASSESSMENT INITIATIVE -- For this assignment, students
will select a community agency with which to partner. Students will meet with
professionals at the agency to plan a process for conducting a needs assessment
with agency stakeholders concerning clinical mental health concerns, including
but not limited to:
Counseling characteristics that influence treatment
Consultation processes, successes and challenges
Systemic influences on counseling processes and client wellness
Students will analyze collected needs assessment data and prepare a report and
presentation that will be presented to the community partner. Included in the
report will be suggestions for addressing the needs identified through the
student-conducted assessment. For this project, students are required to submit
the needs assessment, three reflections concerning the process, and a community
partner evaluation of the student’s project (sheet attached).

5. HOMEWORK ASSIGNMENTS – A variety of homework assignments will
be given throughout the semester. Students are expected to turn those
assignments in by the assigned time, and they should be typed (when
appropriate) using 12 point font and double-spaced. Work not turned in by the
assigned time will be considered late and not accepted. Example, if the
assignment is due by midnight, and it is turned in at 12:01, it will be considered
late and not accepted, so PLEASE make sure items are turned in on time. You
will save your assignments and send them to me as attachments by the assigned
time to receive full credit. 25% (See Objectives 1, 2, 3, 4, 5, 7, 8, 9, and 10)
6. DISCUSSION BOARDS - Periodically, if not several times a week, you will
be asked to post responses to various Discussion Board topics, as well as
respond to your classmates’ posts. These assignments must be completed on
time, as again, late work will not be accepted. 10% (See Objectives 1, 2, 3, 4,
5, 6, 8 and 9)
