The plan was that the Union army using their navy would set up a naval blockade around the Confederate states, and would not allow them to export or import any goods. After the initial blockade the union army would slowly suffocate the life out of confederate army. There would also be a big drive down the Mississippi river to divide the confederate army into two parts. The artist of this cartoon map is clearly a northerner as the title and the head of the snake are in red white and blue. Also the little drawings in the states show a clear distaste towards the southern states, such a Mississippi is seen hanging a union man, North Carolina shows a man chewing on tobacco saying poor eating, and Georgia shows a closed and broken down factory. However the artist like most people during the time underestimated how long the war would take. Also the artist correctly guessed that the confederates had a far inferior navy that could not break the blockade.
