This COSP establishes the monitoring requirements of the following
Campus Operations Radio Frequencies.
Channels indicated in
parenthesis are based on the Facilities Services radios.

Emergencies and Life Safety Systems (and during failure of Facilities
services and Housekeeping radio repeaters) coordination may be
broadcast on the PDM Radio Frequency directly to Campus Police
Telecommunications Center. The PDM Frequency is a non-police
designated radio frequency for use by ECU personnel and staff.
Federal law strictly limits the use of Police Radio Frequencies.
Facilities Services (as well as other ECU departments) should not
transmit on designated Police Frequency (Chan. 9 / 13). Refer to
COSP 100-0073 regarding failure of Facilities Services and
Housekeeping radio repeaters.

Caution to Radio Users: All radios users should exercise radio
discipline in talking on the radio. Radios are not secure talking devices
and anyone with a radio scanner can intercept communications,
including the media. Personal and private information should not be
broadcast on the radio unless necessary.
PROCEDURE
A.
Monitoring of the Police Department Monitoring Frequency
1.
The Campus Police Telecommunications Center will monitor the
PDM Frequency channel 24 hours per day, seven days per
week.
2.
To contact the Police say “ECU Police this is Facilities Services
(shop) and (name).”
Repeat if necessary. Identify your
emergency and location. Provide brief and concise information.
3.
The PDM will serve as a designated police monitored
communication channel primarily for emergencies, life-safety
systems testing, and coordination. It is intended for immediate
communications between the Police desk and the radio user for
emergency reporting and coordination. In addition, the PDM
Frequency will serve as the means to coordinate life safety

systems testing in buildings with the Police desk. Facilities
Services Shop personnel will coordinate the start and completion
of all fire alarms testing directly to the Police desk.
B.
Monitoring of the Facilities Services Main Frequency:
1.
The Facilities Service Center will monitor the Facilities Services
Main Frequency during regular work hours (8:00 am – 5:00 pm
weekdays (7:30 am – 5:00 pm M-Th, 7:30 am – 11:30 am Friday
during summer hours)).
2.
To contact the Facilities Service Center say “Facilities Service
Center this is (give your name).” Repeat if necessary.
3.
The Facilities Services Main Frequency will serve as the main
communications channel for maintenance, grounds, and campus
administration personnel to use. Coordination of Fire Alarm /
Life Safety System testing is accomplished under the Monitoring
of the Police Department Monitoring Frequency.
