Ministry of Finance, Government of India issued Strategies & Guidelines on
Financial Inclusion vide their letter dated 21.10.2011. They have issued the
guidelines regarding preparation of District / State Financial Services Plan
which were placed as a separate agenda in the 130th meeting of SLBC.

Insurance plans for all the 31 districts both life and non life at the earliest.
Despite several requests the District Insurance Plan has not been received
from any of the Districts till date. We have almost come to the fag end of
the financial year. The Public Sector Insurance Companies are requested to
finalise their district plans before 31.12.2012 and advise the same to
LDMs for their onward transmission to SLBC.
LIC and Public Sector Insurance companies should prepare a separate plan for
each of the 31 districts in Tamil Nadu incorporating the following details:
1. Details of insurance products to be made available during the year in the
district
2. No. of persons to be covered under each product
3. Total physical and financial outlay for the district

5. Details of the proposed coverage under Micro Insurance
The detailed plan for each district may please be prepared and forwarded to
the respective Lead District Managers to enable them to incorporate the same
in the District Financial Services Plan.
There was a request from LIC of India for using the BCAs in marketing micro
insurance products. SLBC vide letter dated 30.11.2012 advised all member banks
to provide the details of BCAs to LIC. However some of the banks have come
out with a suggestion that they have their own insurance subsidiaries and they
will provide the insurance products. Further BCAs have to be adequately trained
for marketing insurance products. Hence the forum may deliberate on these
