Why would we ever want to have
youth responsible for money and
how exactly do we oversee it?

Financial Guidelines
Allows youth full access to and responsibility
for managing the club’s funds while
controlling the risk of financial loss
• one checking account and one savings account per club
• checking account not to exceed $1,000
• savings account not to exceed $2,000
• may exceed limits with a specific purpose and fundraising goal
• keep excess funds in a county 4-H council or 4-H foundation’s
treasury in a line item designated for your club

Financial Requirements
All money raised under the name of
4-H are public funds
• EIN Number (Employer Identification Number)
• 4 active signers on each financial account
• 2 must be UW CES Employees
• Annually submit completed Treasurer’s Handbook

Developing a Budget
and
Fundraising Guidelines
• When you know what the club wants to do, then you can begin to
figure out how much it might cost and how the club wants to pay for it
• all money raised using the name of 4-H must be used only for 4-H
purposes.
• fundraising should be conducted to meet a club goal
• Income and Fundraising Request Form – keeps communication open
• income from dues, donations, etc can be spent at the discretion of the
club members

Club Property
• Annual Inventory Report – submitted annually and kept on file at the
county extension office
• club dissolution – property should be delivered to the county
extension office for future use in 4-H activities
