RULES FOR 2016 4-H/FFA JUNIOR LIVESTOCK AUCTION SALE
(Junior Livestock Auction Committee – JLAC)
Participation:
1. Youth must be currently enrolled in a 4-H or FFA program. Youth may participate through the first auction
sale after their high school graduation.
2. Only individual 4-H/FFA members may sell animals in the Junior Livestock Auction.
3. Youth must reside in Tillamook County.
4. Members may only sell one animal or pen of poultry/rabbits in the Junior Livestock Auction.
Exception: Members may sell two animals of different species if the member owns a breeding stock
project and exhibits breeding stock in one of the species at the Tillamook County Fair. This
exception was created to help encourage 4-H or FFA members to develop ongoing breeding
projects that they own and manage. They are allowed to sell 2 animals to help cover the additional
cost of raising breeding animals provided they exhibit one or more of their breeding animals at the
Tillamook County Fair.
A breeding stock project is defined as:
 An ongoing breeding stock project, which is owned by the member, in one of the species
that the member intends to sell a market animal.
 The animal must have produced offspring (or eggs) or be currently bred (exception: yearling
sheep/goat/heifer that will be bred to give birth at 2 years of age are acceptable).
 Rabbits: a member must own and submit production records on a minimum of 2 does.
 Chickens: a member must own and submit production records on a minimum of 4 hens.
 For the purpose of “breeding stock” all goats will be considered as one species, and all
poultry will be considered as one species. Example: if a member exhibits a pygmy goat
breeding project, it will qualify the member to have a market goat; which will make them
eligible to sell another market animal such as a pen of rabbits.
To sell 2 market animals, the member must:
a) Submit a “Breeding Stock Verification” form that has been signed by the member’s FFA Advisor
or 4-H Club Leader/Extension Agent verifying that the member has an ongoing breeding project
in one of the species being sold. The application will be submitted to the JLAC at the June
weigh-in.
b) Submit a copy of the production record for the breeding animal(s). This shall be attached to the
“Breeding Stock Verification” form and turned in at the June weigh-in.
c) The member must show an animal that they own in a breeding class at the fair. The animal
must be one of the two species that they plan to sell in the Junior Livestock Auction.
o However, the member does not necessarily have to show a cow or sow; they may show a daughter of
their breeding animal that they have at home, provided the offspring is shown in a breeding class.
Showing offspring in a market class does not meet this requirement.

5. JLAC reserves the right to disqualify from the sale any participant because of inappropriate behavior
and/or mistreatment of their animal.
Ownership of Animals:
1. Animals MUST be owned and in the possession of members prior to beginning weigh-in (or June 1st,
whichever is earlier) for their respective species.
2. An individual may weigh-in 1 or more “back-up” animals in a given species. If the animal is registered
as a back-up for a person, they may choose which animal they want to use after it is weighed at fair.
Each member may be charged $5 for each animal/pen-of-3 that they weigh-in over 2 per species.
3. Family/Group back-up animal - Members in an immediate family or group/club raising their animals
together may weigh-in one or more back-up animals under the family or group name. These animals
may only be used if their designated animal does not meet JLAC sale requirements. Each family or
group member must designate a project animal under their own name.
If you register a “family” & a “group back-up animal,” then the family must use the “family back-up
animal” first and may use the “group back-up animal” only if their family back-up does not meet the
sale requirements for weight or average daily gain.
Weigh-ins:
1. Members MUST be present and weigh-in their animals at all weigh-ins.
Exception: If a 4-H member cannot attend the weigh-in they must submit a written request to the Junior Livestock Auction
Committee one week prior to the weigh-in. The request must be signed by the member's Extension Agent or FFA Advisor.
Only significant school related events or a family emergency are considered acceptable excuses by the auction committee.
2. All animals enrolled at the beginning weigh-in will be ear-tagged. Except poultry (which will be leg banded)
and rabbits (which will be tattooed).
3. When weights are questioned: Animals may be re-weighed. The scales will be rebalanced, checked and
then the animal is to be re-weighed immediately. The second weight stands.
4. Poultry and Rabbit members must turn in the “JLAC Rabbit & Poultry Registration” form by the close of
the June weigh-in. They may either:
a. Attend the weigh-in and register there.
b. Turn in a form by 5 pm on Friday prior to the June weigh-in at the OSU Extension Office,
2204 Fourth Street Tillamook, OR 97141.
5. On move-in day of the fair all animals that are to be sold in the auction must be weighed-in as they ARRIVE
at the fairgrounds.

Management of the Animal:
1. All 4-H & FFA members must take their own animals across the scale at the June and fair weigh-ins.
2. Market animals should be exhibited in the show ring in a manner consistent with current 4-H & FFA
showmanship methods. Beef should be shown in a halter with a chain beneath the chin; sheep should
not be shown with a halter; goats should be shown with a collar but no lead; and pigs may be shown
with a cane, show stick, or show whip. All market poultry and rabbits will be brought to the show table
for judging (they are not judged in their cages).
3. If any beef animal comes to the fair weigh-in and is uncontrollable, it will be tied in the show ring for 30
minutes to cool off; at the end of this time the 4-H/FFA member will have to demonstrate to the JLAC
that they can safely control their animal. If they cannot demonstrate this they must remove the animal
from the fairgrounds and cannot use it for classes or sale.
4. All animals must be reared and treated in a humane manner throughout the duration of the project.
5. All market animals must be free of diseases and parasites.
6. It is strongly recommended that all animals be weaned from their dam at least 2 weeks prior to the
first weigh-in. Animals that are just weaned tend to shrink (lose weight) from the stress of weaning and
will have a harder time making the minimum rate of gain.

7. It is strongly recommended that sheep be shorn before the first weigh-in. A lamb’s fleece weighs
several pounds. If you don’t remove it until after weigh-in you have more weight to gain to make the
minimum rate of gain.

Replacement of an Animal:
1. Replacement of any market animal after it has been weighed-in must be approved by the JLAC.
2. If an animal at the beginning weigh-in does not meet the project criteria it may be replaced within (1) week
from the weigh-in date. Replacement animals will be weighed and ear-tagged at the convenience of the
auction committee.
3. If a member wants to replace an animal because it has died, is seriously ill or injured after the beginning
weigh-in the member must notify the JLAC and the 4-H Agent or FFA Advisor as soon as possible about the
problem. The JLAC will make a final decision based upon the situation and determine if the animal may be
replaced.
Judging Animals:
1. All sale animals MUST be shown by the project owner in the appropriate Market Animal Class at fair.
2. Blue, Red, White ribbons will be issued. (FFA will follow the Danish system for the Market program).
3. Market animals receiving white ribbons will not be allowed to sell in the Junior Livestock Auction.
4. Participants must complete 4-H/FFA Showmanship classes for each species they exhibit.
5. Improperly castrated animals will be excused from the show ring. No ribbon will be given and the animal
will not be allowed to sell in the Junior Livestock Auction.
Auction Sale:
1. Members must complete required paper work and turn it in to the Auction Committee no later than 9:00
p.m. on weigh-in day of fair. Failure to do so will result in the member not being able to sell their animal(s)
in the Junior Livestock Auction.
a. All market animal exhibitors MUST complete:
1. The Tillamook County Market Animal Record.
2. The Memorandum of Understanding (signed by parents & member).
b. Beef exhibitors MUST also submit:
1. Transportation slip
2. Brand inspection papers if the animal is branded
3. “e certificate” to document change in ownership (branded or not)
c. Any exhibitor wishing to sell two market animals must have submitted the “Breeding Stock
Verification” form and turned it in with the production records at the June Weigh-in.
d. Poultry & Rabbit Exhibitors must turn in the “JLAC Rabbit & Poultry Registration” form
by the June weigh-in.
e. All Animals that are sold through the Junior Livestock Auction are under the control of the Junior
Livestock Auction Committee (JLAC) from the time of the sale until they are picked up by the new
owner. Therefor all animals that are sold through the auction must have a release form from the
JLAC before they can leave the fairgrounds. Even if a buyer tells you that you may keep your animal,
you must get a release form before taking it home.
2. All members and their animals shall have a picture taken, for the buyer plaque, prior to the auction sale.
3. All 4H/FFA members must cooperate with the JLAC Committee members during the weigh-ins and the sale
to help things run smoothly.

4. Members must take their own animal through the sale ring. The JLAC must approve any exceptions (such
as a broken leg or a death in the family).
5. Sale order:
a. The order of the sale of the various species will rotate each year.
b. Sale Number – Sale placement will be determined at the final weigh-in by random drawing.
Exception: Champions and Reserve Champions will sell first.
6. Youth must sell their animal in the assigned sale order, unless excused by the JLAC prior to the sale.
Exception: Youth can request a rule waiver if the youth has a conflict with another Tillamook County
Fair event that requires attendance.
 To request a waiver the youth must submit a written request to the JLAC prior to noon on the
day of the sale. The JLAC will meet and determine the results.
 If the request is granted the member will be moved, at the discretion of the JLAC, to:
a. sell their animal at the end of their species.
b. sell their animal at the end of the sale.
7. All 4-H/FFA members must dress appropriately for Market Sale.
8. Member MUST retain responsibility of their animal’s care until the fair closes on Saturday night of Fair and
provide it with feed and water between 6:00 – 8:00 p.m. on Saturday evening.
9. Animals which have been previously sold through a finished market animal sale, connected with a fair or
livestock show, are not eligible for the sale.
10. Consignment of livestock will be to the Tillamook County Junior Livestock Auction Association. A deduction
will be taken from each sale to help cover the costs associated with conducting the auction. The rate will
be:
 7% for Goats, Sheep, Swine, Rabbits, and Poultry
 4% for Beef
11. Members will be paid within 45 days based on invoice price bid minus sale charges.
a. Prior to receiving payment, the seller (4-H or FFA member) is required to write a “thank you” note
for the buyer. It must be turned in at the “pay-out night.” The note needs to be in a stamped,
addressed envelope and will be turned in to the JLAC at the time the member receives their check.
b. Any discrepancy about payment needs to be brought to the attention of the committee on “pay
out night” or prior to it.
12. When a person purchases an animal and the carcass does not grade on the rail as estimated by the judge,
it will be the purchaser’s responsibility to accept the carcass as graded.
13. If an animal, or any portion of an animal, is condemned in the slaughter process (because of disease,
antibiotics, improper castration, etc.) it is the seller’s (4-H/FFA member’s) responsibility to absorb the loss.
Sellers will sign a Memorandum of Understanding guaranteeing that the animal is free of antibiotics or
other drugs residues.

Awards:
1. The Auction Committee will award the Leonard Braden Memorial Trophy for the outstanding market
animal project at the 4-H/FFA “Pay Out Night”. This will be a revolving trophy and a permanent plaque.
Criteria consist of combined scores from the Market Animal Record, Conformation placing, and
Showmanship placing.
2. The Junior Livestock Auction Committee will also sponsor plaques for the highest rate of gain for Beef,
Sheep, Swine, and Goat.
3. The Junior Livestock Auction Committee may provide additional awards for the Grand Champion animal of
each species.
