UTAS POLICY NETWORK BULLETIN 1

Policy Development and Review Policy – Under Review
The Operational Policy and Development Review Policy (CORP 1.1), Procedure (CORPR 1.1),
Manual and associated documentation are currently under review. Information Session attendees
(and others) were invited to provide comment (in December, 2009), and further consultation is
underway (see below) to provide key Policy Stakeholders with another opportunity to contribute.
Please find attached:



draft Policy Development and Review Policy (CORP 1.2);
draft Policy Development and Review Procedure (CORPR 1.2); and
draft Policy Development and Review Guideline (CORG 1.2).

The attached drafts incorporate feedback provided by UTAS Policy Network members
and Information Session attendees, and reflect outcomes of benchmarking exercises.
Primarily, recommended changes incorporated into the attached draft documents include:







Clarification that the University Policy Framework encompasses Policy, Procedures, Guidelines
and Standards;
Amendment of the terms ‘Operational Policy’ and ‘Operational Procedure’ to ‘Policy’ and
‘Procedure’ respectively;
Introduction of 'Local Policy' at the Faculty/School/Centre/Institute level to compliment
‘University Policy’, in recognition of the fact that the University is yet to develop a
comprehensive suite of approved Policy across teaching and learning, research and graduate
research operations;
Clarification of endorsement processes and requirements;
Enhanced focus on benchmarking, monitoring, evaluation and formal review, including
greater clarity regarding review requirements;
Increased transparency and decreased duplication in policy instruments and supporting
documentation;
Simplification of templates whilst maintaining consistency.
Comments received from UTAS Policy Network members before Monday, 8th March, 2010 will be
considered prior to finalisation of the documentation for submission, through the Policy Maker
(Deputy Vice-Chancellor [Academic] and Provost), to the Vice-Chancellor for approval.

Information Sessions #1, #2 and #3
Information Session #1 (The UTAS Policy Framework) and Information Session #2 (Policy
Development) shall be REPEATED next week in Launceston and Hobart should you be aware of any
staff who may be interested in attending. Details are as follows:

Launceston - Thursday 4th March, 2010; 3.00pm – 5.00pm; Flexible Learning Space, Raymond Farrell

Information Session #3 (Writing Policy) is under development. If you have any particular areas of
interest which this session may address please email me (Brigid.Freeman@utas.edu.au).
Policy and Delegations Website and University Policy Repository
Information Technology Resources are currently working with Governance and Legal to update our
webpages. The current Policy and Plan webpage (http://www.utas.edu.au/policy/index.html) will
be completely redeveloped. In doing so, the new Policy and Delegations webpage will be
refocused on the University Policy Repository. The current listing has been reviewed, and will be
updated considerably to provide significantly increased access to University policy instruments,
contact details, and policy status information.
In addition, an updated Policy Toolkit will provide resources online to support University staff
working on policy development and review, and a ‘news’ function will be included to highlight
policies as they are approved. The webpage will also (in time) provide a listing of 1/ policies under
development; and 2/ policies under review, as suggested by UTAS Policy Network members.
