PROFESSIONAL EDUCATION COMMITTEE February 13, 2013, Approved Minutes I. Call to Order – The monthly meeting of the Missouri State University Professional Education Committee convened at 3:30 pm. Chair, Rebecca Woodard presiding. A quorum was established. II. Minutes – Motion was made and seconded to approve the minutes of January 16, 2013, meeting. Motion seconded. Minutes stand. III. Announcements Dr. Roberta Aram gave a brief overview of the efolio and STEPS transition to MoSPE. A call for nominations was made for 2013-2014 PEC Chair-Elect. Per the Constitution and Bylaws of the Faculty, the PEC Executive Committee will present two candidates in March, with an election to be held in April. PEC was reminded of important upcoming events: February 15, Professional Development for Diversity and Multicultural Education April 12, PEU Data Day April 18 & 19, Statewide Collaborative Diversity Conference Dr. Denise Frederick was commended for her service and dedication to the PEU, PEC, and Secondary/K-12 education. IV. Administrative Updates a. Unit and Accreditation Update – Chris Craig, Head of the Unit Dr. Craig reported that Deb Eldridge from CAPE had provided positive feedback regarding efforts that the PEU had made to address Standard 4 Diversity. He expressed the importance of the diversity proficiencies that would be discussed later in the agenda and how once approved, the proficiencies would need to be aligned with EDC 345, student teaching, and specific program courses. Dr. Craig also reported that he would be providing additional information about the Director of Secondary Education job position following discussion with the BSED Secondary Oversight Committee at their February 22 meeting. b. COE Update – David Hough, Interim Dean Dr. Hough reported that Stephanie Marinec had announced her pending retirement. A tuition waiver for career teachers returning to complete a Master’s degree was discussed. The waiver would consist of 9 credit hours toward certification to teach dual credit courses. The RPDC will be providing more programs for campus constituencies and that faculty should contact Dr. Hough if they are interested in specific leadership training programs. Additional information was provided regarding the Counselor to Campus Program, a proposal via the Provost’s Office to bring high school counselors from across Missouri to help recruit teacher education students. If funded by the Provost’s Office, a faculty team to work on the project will be appointed. Dr. Hough plans to establish an office for assessment and data management that will provide assist to all PEU programs. c. Secondary Education Update - Denise Frederick, Director Dr. Frederick updated the PEC on steps toward creating a PEU wide advisement survey. V. Committee Reports a. Admissions, Procedures, & Retention – Chair Gay Ragan, no report. b. Membership & Professional Development – Chair Beth Hurst, no report. c. Program Review – Chair Roberta Aram 46% of programs have made transition to MoSPE on syllabi. The student teaching handbook will be updated with MoSPE standards. The program review process is still being evaluated by the committee. Discussion related to an accreditation director continues. d. Diversity – Chair Carol Maples The committee has finalized the procedures for Diversity in Education Transfer Student Scholarship interviews. A candidate had been recently interviewed. A mentoring plan for recipients is being developed with the possible inclusion of a faculty database, faculty incentives for professional development, and a PEU sponsored gathering for faculty and students each semester. e. Conceptual Framework – Chair David Goodwin Committee will continue to review proposed bylaw changes at their upcoming meeting. f. BSED Secondary Oversight – Chair Gigi Saunders The committee determined the courses in which the professional dispositions would be assessed. Chair Saunders recognized Denise Frederick for her work with Secondary/K-12 programs. g. MSED Secondary Oversight – Chair Lynda Plymate The MSEd Secondary Oversight Committee met on January 30, 2013. Two issues regarding implementation of the two surveys, Professional Disposition Traits and Professional Disposition Outcomes, were discussed at length. First, we reviewed how to effectively collect these surveys at admission into the MSEd Secondary Education program and again with the comprehensive exam, when neither is connected with a specific course (currently required for collection in STEPS). The second issue involved using an enhanced rubric text on the Professional Disposition Outcomes survey for use at our mid-program collection course (SFR 780), to better align with course assignments. Editorial changes were approved on the existing MSEd Secondary Education Transition Points document to better identify it with the MSEd Secondary Education program, and hopefully get it onto the Transition Points website with other educational masters programs. Finally, we will work to submit a funding proposal to the Graduate School for recruitment into the MSEd Secondary Education program (with 16 emphasis areas). h. Screening – Chair Judith John The committee had met the previous week and curricular proposals would be brought forward later in the agenda. i. Exceptions and Compliance – Chair Gayle Runke Bylaws changes would be considered at the next meeting. j. TEA Update – David Goodwin TEA member David Goodwin gave a brief report regarding recent TEA activities with the local school district. He noted that there was positive and productive collaboration among the universities involved and Springfield public schools. VI. Action Items a. Curricular Proposals New Course 1. FRN 324 Topics in Francophone Linguistics The new course proposal was moved to the floor for voting. Proposal was approved as presented. Course Change 2. FRN 313 Francals Langue Globale 3. COU 710 The Helping Relationship 4. COU 711 The Helping Relationship Lab 5. COU 753 Analysis of Childhood Learning and Adjustment 6. COU 780 Secondary School Counseling Practicum 7. COU 781 Secondary School Counseling Internship 8. COU 782 Elementary School Counseling Practicum 9. COU 783 Elementary School Counseling Internship All course changes moved to the floor for voting. Proposals approved as presented. Program Change 1. Middle School Education – Reading, Foundations, & Technology The program change was moved to the floor for voting. Proposal was approved as presented. VII. Personnel Actions a. Recommendation of New PEU Members No new members were presented for consideration. b. Teacher Education Program Candidates Members received candidate rosters from the College of Education and the Secondary Education office. Motion was made and seconded to approve all candidates. Motion carried. VIII. Old Business a. CBASE Exam A student friendly FAQ sheet created by the COE Student Services Office was distributed. Faculty were encouraged to share the FAQ sheet with students IX. New Business a. Proposed Diversity Proficiencies – Carol Maples, Diversity Committee Chair After a brief discussion, PEC members were asked to discuss the proposed proficiencies with the departmental colleagues. The Diversity Proficiencies would be brought forward for a vote at the March meeting. b. DESE GPA Requirements Discussion continued related to DESE’s new certification GPA requirements, specifically related to GPA requirements for admit to teacher education and student teaching. PEC members were asked to discuss the presented GPA proposal with the departmental colleagues and to be prepared to vote at the March meeting. X.
