3.1a Teacher Education School Contract Office of Teacher Education College of Education Pittsburg State University 110 Hughes Hall Pittsburg, Kansas 66762 District: «School_Name» Effective Date: July 1, 2016_________ EDUCATIONAL PRACTICE FIELD EXPERIENCE AGREEMENT THIS AGREEMENT is entered into at Pittsburg, Kansas, pursuant to Kansas Statutes Annotated (K.S.A.) 72-1392 and is by and between Pittsburg State University (School of Education), a public institution of the State of Kansas (hereinafter “The University”), and the Board of Education of School District Number «Dist__», known as «School_Name», of «County» County, «State», (hereinafter “The District”). WITNESSETH: The parties agree as follows: I. This agreement will be considered to be effective as of July 1, 2016, and will remain in effect until such time as it is altered or terminated by either or both of the parties. (A) This agreement will apply to all teacher education students placed in The District (that is student teachers, pre-lab students, and practicum/internship students). (B) This agreement may not be unilaterally terminated or altered by either party within 60 days before the beginning of any school year in which teacher education students have been placed with The District. (C) Except as provided above, this agreement may be unilaterally terminated or altered at any time providing 30 days notice is given to the other party and no teacher education students have been placed in The District for the succeeding year in which field experiences may occur. (D) This agreement may be terminated or altered at any time upon mutual agreement of both parties. (E) All contractual agreements shall be subject to the laws of the State of Kansas. II. The number of teacher education students for which placement in The District is requested in any given year will vary depending upon the number of students accepted into any particular University teacher education program. Since enrollments are subject to fluctuation, it is possible that in any given year or term, The University may not request placement of teacher education students in The District. III. In the event that a work stoppage action is taken by some or all of The District teachers during the time when teacher education students are assigned to The District teacher education students will be encouraged to assume the role of neutral persons and to maintain an uninvolved status with respect to a work stoppage. (A) Teacher education students shall not be required to participate in picketing or other work stoppage actions. (B) Teacher education students shall not be required to cross picket lines or to supervise classes when such action would constitute a breaking of the work stoppage. (C) Teacher education students, at their own discretion, may attend teachers’ association meetings, faculty meetings, school board meetings, and other gatherings concerning the work stoppage in the role of an interested observer. (over) 3.1a Teacher Education School Contract (D) If the teacher education students choose to participate on either side of the work stoppage, such participation shall be as individuals and not as teacher education students, and Pittsburg State University disclaims any liability or responsibility for any action or the consequences of any action taken by such individuals and their participation. (E) In the event that the work stoppage continues for a week or more, The University may make arrangements for an extended field experience, an alternate placement in another district, or an appropriate substitute experience. IV. The District agrees to accept teacher education students in areas acceptable to The District for educational practice field experience as requested by The University provided that qualified voluntary cooperating staff area available for supervision and that the qualifications of the teacher education students, as evidenced by information provided by The University, comply with The District criteria for placement of teacher education students. The District will accept qualified teacher education students without regard to race, creed, sex, age, handicap, or national origin and will provide for the participation of its staff members in the supervision of the educational practice of such teacher education students under the following conditions: (A) Persons employed by The District who have direct responsibilities associated with a University student teaching program will be designated as “Cooperating Personnel” and must fall into one or more of the following categories: 1. The superintendent, or chief administrator, of a school district or school system in which Pittsburg State University education students are assigned. 2. The person designated by the superintendent to coordinate Pittsburg State University education student activities in The District or system. 3. The principal, or chief administrator, of a school building in which Pittsburg State University education students currently are assigned. 4. A person designated by the principal to coordinate mutually agreed upon Pittsburg State University education student activities in the school building. 5. Teachers to whom one or more Pittsburg State University education students are currently assigned by the school administrator and The University. (B) The University will provide the following tangible benefit to cooperating personnel: The sum of $50.00 for each officially assigned student teacher (plus social security) will be paid to the Board of Education, or to the cooperating teacher, if so directed by The District. Except in the case of dual certification, student teachers will be formally assigned to only one cooperating teacher. If a student teacher is assigned to two cooperating teachers for dual certification or when The District assigns two cooperating teachers, the $50.00 (plus social security) stipend will be divided proportionately. Only formally assigned cooperating teachers will be eligible for the stipend. (C) Responsibilities of The University will include: 1. The University will provide an identifiable coordinator who channels or coordinates all contacts, operations, and activities which pertain to field experiences prior to and during student teaching, pre-lab, and or/practicum/internship experiences. 2. The University will provide faculty to observe and evaluate each student teacher and to consult with the cooperating teacher. 3. The number of university faculty visits to the contracted field site for observation purposes per student will be a minimum of four, one of which will occur in the first week of the student teaching experience. 3.1a Teacher Education School Contract (D) Responsibilities of Cooperating Personnel to the Student Teacher: The University recognizes that the cooperating teacher’s first responsibility is to his/her pupils rather than to the teacher education student. The cooperating teacher, will, however, assure that field experiences afford the teacher education student an opportunity to reflect upon and evaluate his/her education practice as well as to cope with the responsibilities of teaching. Further, by state regulation, student teachers are prohibited from serving as regular or substitute teachers in Kansas schools. With this in mind, the following responsibilities of cooperating personnel are indicated: 1. To orient the candidate to the total school setting, school policies, and duties or responsibilities of the faculty; 2. To help the teacher candidate understand his/her role as it relates to his/her teaching assignment and the total school program and to define the extent of his/her responsibility and authority; 3. To discuss the teaching program with the teacher education candidate so that he/she will understand classroom activities in relation to immediate and long-term teaching goals; 4. To provide opportunities for the candidate to gain experience in management of regular school duties as soon as advisable and with as much initiative and responsibility as the situation will permit; 5. To provide an opportunity for full management--planning, preparation, instruction, and evaluation-- for a sufficiently long period to provide a representative total teaching experience; 6. To work with the university supervisor in guiding the progress of the teacher candidate throughout the field experiences; 7. To evaluate the candidate’s progress on a continuing basis, gathering and recording information for the following purposes: a) Conferring with the teacher candidate for purposes of analysis and guidances; b) Providing date and evidence in writing for the university supervisor to use in determining the teacher candidate’s grade; and c) Writing a recommendation for the Pittsburg State University Career Planning and Placement Office; 8. To serve as a model and information source, helping the candidate improve teaching skills, strategies, student-teacher rapport, and understanding of both cognitive and affective aspects of teaching.
