Question 1 (Liberal studies, S.6)
閱讀以下幾則國際衝突的簡介:
1. 以巴衝突:巴勒斯坦人信奉回教,以色列自二次
世界大戰後,一直擴張領土並佔據巴勒斯坦。巴人
武裝份子為爭取獨立,不斷發動恐怖襲擊(如自殺
式炸彈),以色列也透過士兵及先進武器加以鎮壓。
2. 車臣與俄羅斯:車臣位於俄羅斯內,大多數人民
信奉回教,俄羅斯人則大多信奉天主教。車臣分離
分子一直爭取獨立,俄羅斯政府採取強硬的態度,
鎮壓車臣的獨立運動。車臣分離分子轉向恐怖活動,
計有佔據莫斯科歌劇院,炸毀俄羅斯客機以及在俄
羅斯南部城鎮脅持學校學童等事件,俄羅斯總統普
京一直以武力解決。
3. 美國與恐怖主義:美國在中東經常褊坦以色列,
加上美國企業在中東地區維持龐大的經濟利益,
以及美國文化不斷影響新一代的亞拉伯人。九一
一事件就是伊斯蘭原教旨主義者針對美國發動的
恐怖襲擊。美國以強大軍事力量,發動對阿富汗
及伊拉克的戰爭,雖然勝利,但美軍屢受襲擊,
陷入進退兩難的境況。
4. 印度與巴基斯坦:;印度和巴基斯坦自獨立後
一直時有衝突,宗教信仰是原因之一(印度信奉
印度教,而巴人信奉伊斯蘭教)。此外,兩國亦
為克什米爾地區主權發生多次邊境衝突,甚至引
起戰爭。印度及巴基斯坦兩國也各自在發展核子
武器,互相對峙。
5. 美國與北韓:美國與北韓的衝突來自冷戰,而
北韓到如今仍是少數共產政權之一。美國一直反對
北韓擁有核子武器,而北韓在核子不擴散問題上不
合作。九一一襲擊後,美國更宣佈北韓為「邪惡軸
心」之一。北韓亦宣佈繼續發展核子設施。美國企
圖透過經濟援助令北韓放棄核計劃,但北韓卻希望
得到美國互不侵犯的承諾。
6. 釣魚台:中國與日本一直對釣魚台群島的主權
有所爭議,彼此都宣稱擁有群島的主權。日本一宜
容讓右翼社團在島上興建設施,並樹立國旗。中國
對此一直表達不滿,而民間人士屢次乘船在島上企
圖登陸,但受到日本軍警的阻攔。

Question 8 (S.2 I.H., Resources in China)
The Three Gorges Project brings a lot of benefits. After completion, the project will control floods and decrease flood risks on the
Jingjiang River from once every 10 years (in 1997) to once every
100 years. Also, the Three Gorges Hydropower Station will generate electricity to a total capacity of 18.2 million KW. The electricity will be mainly provided to central and east China and east Sichuan
Province. Besides, the navigation conditions of the Chongqing-
Yichang section of the Changjiang River can be improved. The navigation channel will be widened, so that 10000-ton boats can reach Chongqing directly. This improvement of transportation will promote the development of tourism. Moreover, after the dam is constructed, there will be an extra 700 cubic square kilometers of water surface. This is good for commercial aquatic products like shrimps, shelfish, fish, ducks and geese. Also, water from the reservoir can be channeled to the central canal, then to the dry northern parts of China.

One of China’s poorest provinces, Ningxia, began to stop the sale of facai ( 發菜 ). The main natural vegetation of this province is temperate grassland.
Because of the harvest of facai, some areas have become desert.
a) According to the Source, what caused the disappearance of grassland in Ningxia? (2 marks) b) According to the source, what is the bad effect of the disappearance of grassland? Can you explain the value of grassland according to this? (6 marks) c) The government Ningxia tried to improve the situation by stopping the sale of facai. However, facai is a valuable product (i.e. it can be sold for high price).
What would you prefer, making good money for the poor province by continuing the sale of facai, or protecting the environment by stopping the sale?
