Minutes of the Faculty Senate Meeting

April 9, 2014

The Faculty Senate of Southeast Missouri State University met on Wednesday, April 9,

2014, in the UC Program Lounge. The following Senators were present: Rick Althaus,

Doug Atwood, Larry Bohannon, Marcus Bond, Stephanie Chamberlain, Brandon

Christensen, Eric Clements, Brooke Clubbs, Wendy Cooper, Kevin Dickson, Joni Hand,

Roberta Humphrey, Don Jung, Debra Lee-DiStefano, Ziping Liu, Tiffany Parker, David

Powell, Willie Redmond, Joyce Renaud, Claudia Ruediger, Seidu Sofo, Carol Veneziano,

Candide Walton, Julie Weathers, Victor Wilburn, and Diane Wood. Provost Eddleman was also in attendance. The following alternate were present: Linda Heitman. Caleb

Cockrill was present for Student Government Liaison. Not in attendance or not represented by an alternate was: Aaron Tuttle, Jian Peng, and Janice Ward.

Approval of Minutes

The minutes for March 26, 2014 (48.11) were approved.

Old Business

Senator Althaus moved to take Bill 14-A-XX Syllabus Procedures off the table. Senator

Jung seconded. Discussion took place. Senator Clements moved to amend the bill by removing items 9-11. A vote was taken; with 23 opposed and one abstention, the amendment failed. Senator Althaus moved to amend items 9-11 with the current language.

Senator Cooper seconded. A vote was taken and the amendment passed. A vote was taken to pass the bill with the one amendment; Bill 14-A-23 Syllabus Policy passed.

Senator Althaus moved to adopt Bill 14-A-XX Outside Employment Policy . Senator

Veneziano seconded. Discussion took place. Senator Atwood moved to amend line 17 by removing “be permitted to.” Senator Redmond seconded. A vote was taken and the amendment passed. Senator Chamberlain moved to amend line 18 so it reads, “Neither outside employment nor the taking of additional coursework should interfere with the performance of University duties.” Senator Dickson seconded. A vote was taken and the amendment passed with one opposed. A vote to adopt the bill with the approved amendments was taken and Bill 14-A-24 Outside Employment Policy passed.

Senator Althaus moved to adopt Bill 14-A-XX Outside Employment Procedures . Senator

Christensen seconded. Senator Althaus moved to amend lines 16-17 by removing “or of outside business interests requiring substantial personal attention (including consultation requests and employment at other academic institutions).” Senator Christensen seconded.

A vote was taken and the amendment passed. Senator Dickson moved to amend to replace

“department chairperson” with “immediate supervisor.” Senator Veneziano seconded. A vote was taken and the amendment passed. Senator Atwood moved to amend line 24 by replacing “requirements” with “expectation.” Senator Cooper seconded. A vote was taken and the amendment passed. A vote was taken and Bill 14-A-25 Outside Employment

Procedures passed.

Senator Althaus moved to adopt Bill 14-A-XX Other Instructional Policy . Senator Parker seconded. Discussion took place. A vote was taken and Bill 14-A-26 Other Instructional

Policy passed.

Senator Althaus moved to adopt Bill 14-A-XX Other Instructional Procedures . Senator

Jung seconded. Senator Chamberlain moved to amend line 20 by removing “and the college dean.” Senator Redmond seconded. A vote was taken and the amendment passed.

Senator Redmond moved to amend lines 18 and 20 by replacing “department chairperson” with “immediate supervisor.” Senator Jung seconded. A vote was taken and the amendment passed. Senator Dickson moved to remove lines 23-24 and replacing them with “The method for contacting a faculty member to arrange an appointment should be posted for the convenience of students and made available to the immediate supervisor.”

Senator Redmond seconded. A vote was taken and the amendment passed with one abstention. A vote to adopt the bill with the approved amendments was taken and Bill 14-

A-27 Other Instructional Procedures passed.

New Business

Senator Hand introduced Bill 14-A-XX The College and The College Dean Policy and Bill

14-A-XX The College and The College Dean Procedures . She went through the bills and explained what changes had been made to the original language. The committee will bring the bill to the next Faculty Senate meeting.

Reports

Chair Lee-DiStefano reported that there will be two advising consultants arriving on campus from April 14 – April 16. She is encouraging faculty to show up at the designated times set aside for faculty and to bring all opinions and concerns about advising students.

She also reported that the Budget Review Committee will be meeting on April 10. She stated that there have been better reports coming from the Capitol, but she will have more to report at the next meeting. She said that they are making recommendations on making the benefits package more attractive. Lastly she reported that the Chronicle survey will be ending on Monday, April 14 and is encouraging everyone to complete it. Strategic

Planning committee will be meeting again next week.

Provost Eddleman reported that he had the honor of attending the Phi Kappa Phi honor society for juniors, seniors, faculty and staff. He stated that in the recent years, there have been fewer active faculty and staff members. He is encouraging those who are members to become more active and serve as officers. He specified to contact Marge Phillips, mphillips@semo.edu

, or by attending the next meeting at the Honors House at 5:15 pm on

April 28 th if you do wish to become more active.

The Provost also reported that the draft of the systems portfolio for AQIP will be completed shortly by Dr. Chris Frazier. Once the AQIP steering committee reviews the draft and it is revised, it will be forwarded to the Higher Learning Commission (HLC).

They will then evaluate it and identify areas for improvement. He also stated that he, Dr.

Starrett, Dr. Bai. Dr. McAllister, and Dr. Bowen will be attending the annual HLC conference in Chicago this week, in order to stay current on the process and changes in accreditation.

Lastly, Provost Eddleman reported that there will be no “Breakfast with the Provost” next week because he will be joining others at KRCU for breakfast with Diane Rehm. He is encouraging everyone to attend the evening performance with Diane Rehm at the Bedell

Performance Hall at 7:30 pm on April 16.

Student Government Liaison

Caleb Cockrill reported that the Student Government discussed where they wanted to place the monitors from the Southeast at a Glance initiative that they started, and they will be placed in the UC, Grauel, Depmster, Towers, North Recreational Center, and at the River

Campus. They are hoping to have them installed by next semester.

Legislative Committee Reports

Academic - Senator Althaus thanked the Senate for their help on all the bills that have passed from his committee.

Compensation - Senator Dickson reported that the committee is part of the Budget Review process and they are excited that two branches are saying 5% and only one is saying 2%.

He also reported that the part-time overload recommendations they presented at the last meeting have been presented to Budget Review.

Documents Senator Clubbs reported that they met last week. They have been taking a closer look at the Faculty Senate webpage. She stated that it is redundant right now. She will be in touch with Brian Holdman about the layout of the webpage. She also reported that they will be adding the By-Laws to the list of charges for next year’s committee.

Governance - No report.

Professional Affairs - Senator Christensen reported that the committee has completed their charges for the year and will be working on their year-end report.

Membership - Senator Redmond reported that the elections for filling Senators’ seats has ended and they are all filled with the exception of one or two.

Adjournment

Senator Wood moved to adjourn. Senator Redmond seconded. The Faculty Senate meeting adjourned at 4:50 pm.

The next Faculty Senate meeting will be held on April 23, 2014 at 3:00 pm in the UC

Missouriana/Redhawks Room.
