Guidance for centres

1 General

1.1 OCR Cambridge Technical model assignments are issued free to centres on approval and are available to download from our website: www.ocr.org.uk

.

1.2 Centres may choose to:

 use OCR Cambridge Technical model assignments for formal summative assessment of learners

 tailor OCR Cambridge Technical model assignments for formal summative assessment of learners

 use OCR Cambridge Technical model assignments as a benchmark for devising their own assignment.

1.3 This assignment has been designed to allow learners access to all assessment criteria across the grades in this unit. Learners will need to take part in a planned learning programme that covers the underpinning knowledge and skills of the unit.

2 Before carrying out the assignment

2.1 Learners must be provided with a copy of the Learner information section of this assignment.

2.2 If learners carry out any preparation prior to undertaking the tasks; there is no time limit.

2.3 The assignment is based on a scenario built around a bus and coach company. See section 8 ‘ Scope of permitted model assignment modification’ for further guidance.

3 When completing the assignment

3.1 Learners must be allowed sufficient time to complete all of the tasks. The amount of time may vary depending on the nature of the tasks and the ability of individual learners. It is suggested that evidence is produced in several sessions.

3.2 Each learner must produce individual and authentic evidence for each task within the assignment.

3.3 Centre staff may give support and guidance to learners. This support and guidance must focus on checking that learners understand what is expected of them and giving general feedback that enables the learner to take the initiative in making improvements, rather than detailing what amendments should be made. It is not acceptable for tutors to provide model answers or to work through answers in detail or to detail specifically what amendments should be made.

3.4 Learners may use information from any relevant source to help them with producing evidence for the tasks. They must be aware of the need to cite and reference any sources and of the risk of plagiarism.

3.5 It is acknowledged that learners in their responses may refer to situations in the scenario but as the scenario is fictitious this does not break any rules of confidentiality.

However, learners must be guided on the use of information from other sources to ensure that confidentiality is maintained at all times.

3.6 We have specified what evidence the learner is expected to produce. Usually, the type of evidence provided may be modified, with the exception of certain types of evidence liste d below under ‘ Permitted changes’ . It is important to note that it is possible to generate the evidence in a variety of formats. Centres must advise learners as to the most appropriate format of evidence. The nature of this assessment means that learners are free to use the format that they feel is most appropriate for the purpose and target audience for each individual task.

4 After completing the assignment

4.1 Learners’ evidence is assessed by the centre’s assessor against the qualification specification contained in the Centre Handbook . When grading learners' work centres must use the assessment and grading criteria in the unit. For further information about assessment please refer to the section on Assessment in the Centre Handbook .

4.2 Assessors’ decisions must be quality assured across the centre through an internal moderation process. For further information about internal moderation please refer to the section on Assessment and Centre assessor and quality assurance personnel requirements in the Centre Handbook .

5 Presentation of work

5.1 Learners may use the Learner checklist provided to ensure that they submit evidence for all tasks. They can do this by using the Learner checklist as a contents page inserting references/page numbers in the boxes provided.

5.2 Centres may wish to discourage learners from excessive use of plastic wallets for presentation of their evidence as this may hinder the assessment process. Instead centres may wish to encourage learners to present their work so that it is easily accessible, e.g. spiral bound, stapled booklet, treasury tag, or digital media.

6 Acceptable evidence

6.1 For guidance on generation and collection of evidence please refer to the section on

Assessment in the Centre Handbook .

7 Reworking the assignment

7.1 If learners do not meet all of the assessment criteria at the pass grade further work will be required.

7.2 Tutors may give feedback to learners to support and guide them in producing evidence to the required standard. This support and guidance must focus on checking that learners understand what is expected of them and giving general feedback that enables the learner to take the initiative in making improvements, rather than detailing what amendments should be made. It is not acceptable for tutors to provide model answers or to work through answers in detail or to detail specifically what amendments should be made.

7.3 If learners need to do further work they can continue to use the same model assignment.

8 Scope of permitted model assignment modification

8.1 The model assignment is self-contained in its present form. The set of tasks form a coherent whole addressing all the assessment criteria and allowing access to the full range of grades.

You must not change the following:

 the assessment criteria

 the grading

 the requirements for supervision and authentication as described in the Centre

Handbook ( section 5 Assessment ).

8.2 The model assignment can be modified in terms of the areas described below with the permission of OCR but centres must be sure that learners still have the opportunity to cover all of the assessment criteria and to access the full range of grades:

 a logical approach is suggested, however, centres may wish to change the order of the tasks depending on learners’ individual requirements, for example it may suit learners better to attempt “merit task 1” after “Task 3: “Prepare the documents used in selection and recruitment activities”.

 the learner’s assignment, which can be contextualised or amended to suit local needs. The scenario in this model assignment is fictitious; it is based on what is thought to be a ‘typical’ scenario. This assignment could be used by learners working in a real business/organisation. Alternatively, the tasks within the assignment could be conducted as if learners were engaged in these roles

 the business, business name, job roles, personnel names may be changed.

 each specific task may be appropriately contextualised to match with any permitted changes you have made to the scenario.

 the type of evidence and the format it takes. , with the exception of :

 the job description

 the person specification

 the job advertisement.

OCR has ensured that in the language used and the tasks and scenario provided we have avoided discrimination, bias and stereotyping and support equality and diversity.

In the development of qualifications and assessments we use the guidance given in the

Ofqual publication Fair access by design, notably this includes:

 using language and layout in assessment materials that does not present barriers to learners

 using stimulus and source materials in assessment materials (where appropriate) that do not present barriers to learners.

If centres wish to modify the model assignment we strongly advise that staff responsible for modifying the model assignment and the quality assurance of it refer to the publication Fair access by design .

If modifications are made to the model assignment, whether to just the scenario or to both the scenario and individual tasks, it is up to the centre to ensure that all assessment criteria can still be met and that learners can access the full range of grades.

Notes for tutors

Introduction to the tasks

The tasks have been designed to enable learners to understand how the recruitment process works and how businesses recruit staff. They will prepare the documentation required in the selection process and will plan for and take part in a selection interview as an interviewer.

Learners will acquire a broad understanding of the legislation surrounding recruitment and be able to explain the impact such legislation has on the recruitment of new staff.

We have provided a scenario about a fictitious organisation. This scenario can be adapted, see

Scope of permitted model assignment modification under Guidance for centres.

The tasks have been designed so that all of the assessment objectives in Unit 12 are addressed.

These guidance notes should be used in conjunction with the unit specification and Centre

Handbook.

The tasks

Task 1: Identify how two organisations plan recruitment using internal and external sources

Assessment Criterion P1 is assessed in this task.

Before learners can produce documentation required for the recruitment process, they need to understand how this process works.

Research of different recruitment processes used by two separate organisations will be required.

Learners could then discuss, in small groups, how the recruitment process differed in each of the organisations.

Each learner will then produce their evidence independently.

The evidence will be:

 two flowcharts showing how the recruitment process works in each organisation and a list of the different methods each organisation used to recruit staff both internally and externally.

Merit task M1

To achieve a Merit, learners will be required to complete the Pass task and this additional task – to analyse the usefulness of documents used during the recruitment process

The evidence will be:

 an information sheet explaining how the different documents help the interviewers and applicants and the advantages and disadvantages of each document.

NB: Tutors may wish to leave this task until after Pass task 3 has been carried out as the knowledge gained in this task will inform the analysis required here.

Distinction task M1

To achieve a Distinction, learners will be required to complete the Pass task plus the Merit task and this additional task – to evaluate the advantages and disadvantages of using external recruitment sources compared to internal recruitment sources

The evidence will be:

Task 2: Explain the impact of the legal and regulatory framework on recruitment and selection activities

Assessment Criterion P2 is assessed in this task.

Learners will need to carry out research into the impact of the legal constraints on recruiting new staff. Current UK as well as European legislation should be considered. Learners could be provided with a number of examples of recruitment documentation, some of which comply with legislation and some that do not. A number of group discussions to further explore the issues could then take place.

Each learner must produce their evidence independently.

The evidence will be:

Task 3: Prepare the documents used in selection and recruitment activities

Assessment Criterion P3 is assessed in this task.

Learners should read the information in the scenario again before they begin, as this gives specific detail on what documents are required. They will also need to read carefully the email from Ahmed

Fawzi, the Human Resources Manager, which gives details of the new post. They may need to question Ahmed (tutor acting as HR Manager) to elicit further information on the duties and responsibilities as well as the personal qualities and educational/vocational qualifications that are required/desired.

Learners should produce the documentation in the correct order, e.g. compiling the job description and person specification should help them produce a job advertisement.

Each learner must produce documentation listed in the task and this should be done independently.

Task 4: Plan to take part in a selection interview

Assessment Criterion P4 is assessed in this task.

Learners will need to consider the planning and the documentation required for the selection interview for the role of Office Manager. As well as exploring the documentation required for before, during and after the interview, learners will also need to consider if a test or presentation would be of help to the selection process. Interview questions must comply with the legislation already researched and each learner must produce their five questions independently.

The evidence will be:

five appropriate interview questions.

Task 5: Take part in a selection interview

Assessment Criterion P5 is assessed in this task.

Learners need to take part in a selection interview as an interviewer. This may be carried out at their place of work or work placement. It could also take place as a role-play.

It would be helpful if the learners’ interview could be filmed.

It is expected that the interview will draw on all the learning that has taken place including the legal requirements of recruitment and interview protocol.

To achieve a Merit, learners will be required to complete the Pass task and this additional task – to analyse their own performance in the selection interview. Feedback on their performance needs to be obtained from the other interviewers on the panel to inform this analysis.

What if I don’t understand something?

Q Can I copy other people’s work?

A No. The work that you produce must be your own work and you will be asked to sign a declaration to say that the work is your own. You should never copy the work of other learners or allow others to copy your work. Any information that you use from other sources, e.g. books, newspapers, professional journals, the Internet, must be clearly identified and not presented as your own work.

Q Can I work in a group?

Scenario

BAILEY BUS & COACH COMPANY

You work as an administrative officer in the Human Resources department of Bailey Bus & Coach

Company, a large, family-owned company located in your town. The Human Resources Manager is Ahmed Fawzi and you report directly to him.

The company has expanded a great deal in the past 12 months, mainly because of the acquisition of new contracts and the expansion of the coach tours into Europe. A development project is also ongoing which is investigating the feasibility of starting a new taxi or private hire vehicle business in the near future.

This expansion in the business has increased the workload on the administrators. There are more drivers, more bus routes, and an increase in tours which have all led to more customers, more enquiries and a greater volume of incoming telephone calls and paperwork.

The current senior administrative officer working in the General Office, Frances Duggan, is struggling to hold things together and it has been decided to create a new post of Office Manager.

Ahmed has asked you to help him with recruiting the new Office Manager and he will send you an email detailing the duties for this new post.

Recruitment of new Office Manager

Hello

Following our discussion yesterday, we need to recruit a new Office Manager. Frances Duggan has told me today that she does not wish to take on the new role of Office Manager.

The responsibilities of the new manager will include the obvious one of overviewing the work of the staff in the Administrative Section – delegating work to staff and managing their workload. In other words, making sure the office runs efficiently at all times. The staff in this section are very busy indeed and there are some very tight timescales. Errors have occasionally crept in and some documents produced recently had an amateur feel to them. The superior image the company has always held must be maintained. Customers must have confidence that we will offer a professional service at all times.

It is very important that the successful learner has excellent IT skills including an expert knowledge of word processing, presentations and spreadsheets. A working knowledge of desktop publishing and databases would also be useful. It would be helpful if the new manager had a good working knowledge of an accounting package, as we are considering installing this software. Expertise in legislation and regulations for drivers, e.g. tachographs, driver hours etc, will not be required.

It is proposed that the Administrative Section will have twice weekly meetings in future, and possibly more frequently if this is found to be necessary. These are likely to be very short and the new manager is expected to chair them. The main purpose of these brief meetings will be to update everyone on what is happening, particularly to highlight urgent and important tasks and issues and to give staff the opportunity to raise queries. It is hoped that these meetings will help to raise morale and lessen growing resentment that may have led to some valued members of staff leaving the company. The turnover of staff is alarming and we need to make sure that we lose no more experienced staff.

The new manager will carry out staff appraisals on a regular basis. Appraisals are not being carried out at present because there has not been time to do these. It would appear that some staff are struggling to cope with the new computer software, with which they are not familiar and don’t seem to find time for any training. The new manager will be required to instigate training and development programmes as a matter of urgency.

Of course, excellent written and verbal communication skills are required at all levels, including at managerial level.

There may be some important details that I have omitted so please don’t hesitate to come back to me.

Several applications have now been received and Ahmed has short listed the learners he wishes to interview. He has asked you to plan for the interviews. Ahmed tells you that he would like your input on the type of interviews that should be held and what tests, or other selection method you recommend, but he does not intend to use psychometric testing.

Your task is to:
