1. Call to Order The original call to order at 2:18 PM failed for lack of a quorum. After missing
members were contacted, a quorum was achieved at 2:44 PM.
2. Roll Call (final count)

3. Approval of Minutes:
1 . Minutes of the 2013-2014 Faculty Senate Meeting, October 8, 2013. Approved on a Mandell/Ossers
motion. FS 1314-15
4. Reports of Committees:
1. University Curriculum Committee: Transmittal of actions of the University Curriculum Committee,
October 4th, 2013 (Attached - action item) Approved on a Gulig/Ghavamshahidi motion. FS 1314-16
5. Senate Executive Committee
Report on extra faculty executive meeting Oct 15, 2013
The executive committee approved a resolution to “Approve a change in the 2014-2015 academic calendar to
have classes start on Wednesday Sept 3, 2014 with the change to freshmen move in day on Sunday August 31,
2014” FS 1314-17
Report on Fall Faculty meeting held -Nov 5, 2013 At the meeting, the Chancellor brought us up-to-date
on the budget situation. An excellent report was given by the Ad-hoc Committee on Faculty Workload and
Compensation. Chair Munro discussed ways the faulty might address the image problem.

December 2013 "Graduation Resolution" Approved on a Porter/Ghavamshahidi motion. FS 1314-18
Resolved that the Faculty Senate of the University of Wisconsin-Whitewater recommends
to the University of Wisconsin System Board of Regents that the University of WisconsinWhitewater students who have applied for graduation in December 2013 and who have been
certified by the University Registrar to have met all academic requirements and completed all of

their courses of study be granted their degrees at the December 2013 University of WisconsinWhitewater commencement exercises.
2. Personnel rules changes - Faculty Personnel Rules Committee (Penny Portman, action item): Attached
Moved by Portman/Mandell. Chancellor asked about the business days versus calendar days change.
FPRC Chair Portman responded to that and other questions. Motion approved. FS 1314-19 The
Committee expects to have the full draft of section 3 ready for consideration at the December meeting.
3. Essential Learning & Assessment Review Committee Draft Report (Attached: discussion only)
Senators raised questions about assessment and recommendations nos. 1 and 2. AVC Cook was
present to address some of the concerns.
4. College of Education and Professional Studies Tenure and Promotion Standards
Moved for discussion by Portman/Weston. Discussion centered on tiered research format and
peer review. Opinion strongly favored adding language requiring that at least one article must
be peer reviewed. Original motion was withdrawn by movers. Gulig/Porter moved to return
the document to the COEPS College Standards Committee with instructions to insert “peer
review” where appropriate; motion passed. FS 1314-20
5. Department standard: Action Item attached a. Education Foundations Postponed until COEPS
standards are approved; Chancellor has reviewed the department standards already.
6. Resolution of congratulations to Dr. Telfer on the interim appointment as President of the UW system.
(Action item) Approved on a Gulig/Ossers motion. FS 1314-21
7. Proposal for creation of an ad-hoc “Shared Academic Innovation Idea Committee or Committees”
(Action item) Attached Chair Munro explained why the concept was being offered; failed for lack of a
formal motion. See the link on the Provost’s report for related information.
8. Elect a replacement for one member to the Faculty Personnel Rules Committee to complete a term
ending this school year. Postponed for lack of a candidate.
8. Announcements and Information (no action unless noted otherwise)
Report of the Chancellor: The Chancellor begins as interim System president on January 1, 2014. The Provost will
be acting chancellor and retired Dean of Letters and Sciences, Dr. Mary Pinkerton, has agreed to be acting provost.
Meetings between Representative Voss, other legislators, Regents, chancellors, and faculty are continuing –
discussion has been about governance, curricular choices, and faculty and staff workloads. The campus will put
about $600,000 towards compression, recruitment, and staff retention in fall 2014.

Handouts on the spring LEAP program and the Academic Transformation Program were distributed. The LEAP
focus is on innovation and exclusive excellence; AVC Cook is meeting with the teams. The provost talked about
the action plans from the Mehaffy presentations earlier this fall; some questions were raised about the goals.
Report of the Senate Chair –BOR and UWS are reviewing remedial education success rates. Questions are being
raised about campus text rental programs.

1. Faculty Senate: Meetings begin at 2:15 p.m. Faculty Senate meetings continue until business is
finished, potentially 5 PM or later. The location(s)of the Senate meetings for Spring-2014 have not yet been

2. Faculty Senate Executive Committee: Meetings of the Executive Committee are typically at 2:15
on Tuesdays two weeks before Senate meetings and as needed. The location(s) of the Senate Executive
Committee meetings for 2013-2014 is Hyland Hall Room 4300A 2013-2014 Faculty Senate Executive
meeting dates: Aug.27, 2013; Sept. 24, 2013; Oct. 22, 2013; Nov. 26, 2013; Jan. 28, 2014; Feb. 25, 2014;
