Article I – Name and Purpose Section 1 - Club Sports Council Section 2 – The Club Sports Council shall be the assembly of representatives of the Lynchburg College Club Sports; its objective shall be to direct and coordinate the organization of club sport activities and administer funds to Lynchburg College club sports for the maximum benefit of all club sport members. Article II – Membership Section 1 - Club Sports Council shall be comprised of all individual Club Sport presidents or their representatives, as well as a President, Vice President, Secretary, and Treasurer as elected by the presidents of the clubs. The Coordinator of Intramurals and Club Sports will sit on the council as advisor. Article III – Officers Section 1 – The officers shall consist of a President, Vice President, Secretary, and Treasurer. Section 2 – To be eligible for office as president, Vice President, Secretary, and Treasurer, the candidate must be a full time student at Lynchburg College in good standing, a member of a recognized club sport, and not hold the office of president for any club sport. The candidate must also have a 2.5 cumulative GPA to hold office. Section 3 – The President: will be responsible for setting meeting times and places, running all meetings, and representing club sports as a whole at any meeting or events. Attendance at the monthly SGA President’s Council Meetings is also required. The Vice President: The Vice President shall also perform all duties of the President in his/her absence. The Vice president will also be responsible for risk management and investigating any policy violations and reporting them to the CSC. Secretary: The secretary will be responsible for receiving and recording all non budget related paperwork that clubs are required to turn in. The secretary will also be responsible for recording the minutes of the meetings Treasurer: will be responsible for recording the club sports budget allocations, expenditures, and monthly financial report to the club sports council. The Treasurer will also be responsible for collecting and recording all paperwork associated with club sports expenditures. Representatives: Assist the President in CSC activities; serve as a liaison between the Executive Committee and the member clubs; deliver a monthly report at the CSC meetings; vote on issues brought before the Club Sports Council. Coordinator of Intramurals and Club Sports: Serves as a non-voting member of the Club Sports Council; coordinates, administer, and supervises the club sports organizations; acts as a liaison between the club sports program and various Lynchburg College offices; serves as an advisor to individual club sports organizations. Article IV – Election of Officers Section 1 – Nominations will be taken starting the second Monday in February and nominations will be due the last day before spring break. Elections will be held at the first Club Sports Council meeting in March. Section 2 – Each representative on the council will get one vote. The President and the Vice President do not vote. Each nominee will be given 5 minutes to speak at the election meeting. The voting will be by secret ballot. The Coordinator of Intramurals and Club Sports will tally the votes. In the case of a tie the president will cast the tie breaker. Section 3 - Officers of the Club Sports Council that do not fulfill their stated responsibilities and/or knowingly hinder the development of a club or club sports may be brought up for impeachment. 1. Notification of impeachment proceedings must be submitted in writing to the council and will be discussed at the next meeting. The said officer will receive written notification of the charges. The officer will be given a chance to present a defense. 2. The CSC may impeach the President, Vice President for Finance or Representative by a 2/3-majority vote of quorum. Article V - Meetings Section 1 – The club sports council will meet once a month Section 2 – The president has the power to call a special meeting to address any issues that may arise before the next regularly scheduled meeting. Article VI – Quorum Section 1 - A quorum will be two-thirds (2/3) of the total voting club sports representatives comprising the Association of Club Sports. Section 2 – A quorum is required for any vote to take place. Article VII – Amendments and By-Laws Section 1 - Club Sports Council has the power to amend any part of the Club Sports Constitution by a ¾ vote of quorum. Section 2 – Bylaws or changes to the Bylaws can be proposed by any fully recognized club of the Club Sports Council and will be implemented if approved by at least twothirds of a quorum. By-Laws Section 1 – Budget Allocations A. Funding for club activities is derived from several sources: Club membership dues, Intramural and Club Sports Funding, and donations help these clubs exist. B. The maximum amount that a club may be initially allotted is equal to the total amount of dues, donations, or other revenues collected in the previous year C. Any money requested for a specific trip, and not spent, will be returned to the Club Sports Account. D. Budget requests must be submitted to the Coordinator for Intramurals and Club Sports in the Office of Student Activities by the deadline set at the first club sports council meeting. Clubs failing to meet the deadline cannot be guaranteed a money allocation. E. Special circumstances concerning this account will be considered by the Club Sports Council. F. A club may be reimbursed up to $40 per night per room for motel rooms based on 6 people in a room. G. Requests should be specific and include travel dates and totals for the year. All non travel budget request must also be specific and include totals for each item requested. H. Money requested must be used in the way that it is requested and approved or reimbursement/funding will be denied. I. To be eligible for CSC travel allocations, each club must meet the criteria established by the CSC: -Each club must collect a minimum of $20 per semester from all of its members, regardless of whether or not a specific member plans to travel with the club. -Any requests for exceptions to these regulations should be brought to the Club Sports Council. J. All travel receipts and travel expenditure reimbursement documents shall be completed and approved by the Treasurer within one week (five work days) upon completion of the trip. Failure to turn in the required documentation will result in possible forfeiture of the travel reimbursement funds. This includes all hotels, gas, mileage, rental car, and any other allocated travel expenses. All decisions regarding reimbursement and travel budgets are at the discretion of the Club Sports Council. Requests not submitted on the correct forms will be automatically denied. K. The council can NOT give money for membership or group dues, nor will the council fund trips over break periods. The council will not fund anything that can be considered a personal item. A personal item is something that will only be used by one participant and will be taken with that individual such as mouthpieces, jerseys with names on them, etc. The determination of a personal item will be at the discretion of the CSC. L. All budget requests will pass with a majority vote from the club sports council. Section 2- General Policies A. All clubs and club members will be responsible for following all hornet policies as well as representing Lynchburg College in a professional manner. B. The CSC has the right to withhold funding for any violation of Lynchburg College, OSA, SGA, or CSC policies. C. All voting not specifically mentioned in the Constitution or its by-laws will pass with a majority vote of quorum.
