The Chancellor shall establish administrative procedures for Standards of Student Conduct and for
the imposition of Student Discipline when a student violates the standards in accordance with the
requirements for due process of the federal and state law and regulations. No student shall be
removed, suspended, or expelled unless the conduct for which the student is disciplined is related
to college activity or college attendance.
However, nothing in this policy or the associated administrative procedure should be interpreted to
subject a student to disciplinary sanction solely on the basis of conduct that is speech or other
communication that, when engaged in outside the campus, is protected from governmental
restriction by the First Amendment to the United States Constitution or Section 2 of Article I of the
California Constitution.
The Standards of Student Conduct Administrative Procedure shall describe the conduct that
constitutes good cause for discipline.
The Student Discipline Administrative Procedure shall identify potential disciplinary actions,
including but not limited to the removal, suspension, or expulsion of a student. Disciplinary
sanctions may also include warning, reprimand, a failing grade by the instructor in cases of
academic dishonesty, disciplinary probation, ineligibility to participate in extra-curricular activities, or
removal from classes by the instructor or an administrator for no more than two class meetings.
The Board shall consider any recommendation from the Chancellor for expulsion. The Board shall
consider an expulsion recommendation in closed session unless the student requests that the
matter be considered in a public meeting. Final action by the Board on the expulsion shall be
taken at a public meeting. This policy and the associated administrative procedures shall be made
widely available to students through the college catalog and other means.
The District requires certain standards of student conduct of all its students. The Chancellor shall
adopt rules and regulations governing student behavior along with applicable penalties for their
violations.
