Develop a few key strategies that will have the greatest impact on reaching the vision
What barriers and enablers are likely to be encountered in moving from the current state to the future state?
In what ways can the barriers be overcome, avoided, eliminated or removed?
In what ways can the enablers be leveraged to reach the vision?
Create a list of strategies
– Identify the 1-3 strategies that must be done first
– Describe the outcomes of acting on these strategies
• A description of the recommended “first steps” related to the strategies.

Who will be responsible for what activities?
