BACKGROUND
• National Summit on Campus Public Safety,
sponsored by the Office of Community Oriented
Policing Services (COPS) and hosted by the Johns
Hopkins University in December 2004
• A consensus recommendation from the Summit was
the need to establish a National Center for Campus
Public Safety to support research, information
sharing, best and model practices, and strategic
planning.

• Mentioned in IACLEA testimony to United States Senate
in April 2007 and testimony to US House in May 2007
following tragedy at Virginia Tech
• COPS office funded a National Center for Campus Public
Safety Advisory Board
– Goal: build the framework for the National Center
• Various bills introduced to establish and fund Center
with little movement

BACKGROUND
• The National Center is the first comprehensive,
centralized resource for campus public safety
– Deliver technical assistance and training
– Promote innovative practices specific to campus
public safety efforts
– Develop body of knowledge to address the specific
needs of higher ed (and K-12) safety based on the
latest, groundbreaking thinking in school safety and
security
– Bring together federal and non-federal resources to
benefit all campus public safety constituents

PRIMARY RESPONSIBILITIES
• Identify and prioritize the needs of the field, and develop
comprehensive responses
• Connect existing federal and non-federal resources with the
needs of constituents
• Connect major campus public safety entities with one
another, and with federal agencies to facilitate collaboration
and coordination around issues of campus public safety
• Highlight and promote best and innovative practices specific
to campus public safety challenges
• Deliver essential training and technical assistance specific to
campus public safety
