May 9, 2003
The meeting was called to order by chair, Nina Buchanan at 2:00 PM.

1. The minutes of the meeting of May 2 were approved.
2. Introduction of new members of Congress. New and continuing members of Congress with
the year their terms end in spring are:

3. Appointment of members to the committee for review of forms for evaluation of courses and
instructors. Proposed members: Robin Takahashi, Sara Millman, Debra Vandervort, Luke
Bailey, Marta DeMaintenant, student member Loli Ma‘o.
Discussion. Bob Fox stated that the committee should also recruit members to represent the other
instructional units, Agriculture, Business, and Hawaiian Language.
It was proposed that representatives be found for these units by Sabry Shehata, Jerry Calton, and
Haunani Bernardino or Pila Wilson.
Vote to accept: unanimous
4. Review of Guidelines for Space Management and Allocation.
Motion to accept the guidelines in spirit.
Discussion produced several recommendations.
1.The working group (section 3.3) should include the Library Director.
2. Section 5.2 and 5.2.1 “senior managers” and “unit managers” are ambiguous terms.
Recommend changing the “manager” terminology to instead refer to the list of offices in section
3.The working group should include a member of the UHH Congress.
Motion to endorse with friendly amendments above.
Vote: 7 yes, 0 no, 1 abstention
5. UH system announcements.
Regarding the systemwide re-organization, Nina Buchanan met with Dobelle and Neubauer.
There are no faculty members on the re-organization team. Recommendations for the Chief of
Staff and Vice President of Academic Affairs will go before the BOR next week.
Nina also urged that the systemwide level organization show some level of service to the units
outside of UH Manoa.
The All Campus Council of Faculty Senate Chairs will have a UHH representative who will
receive information.
There are many examples of services provided for free to UHM but only at cost to UHH, for
example web based evaluation of deans and administrators.
Bob Fox suggested we withdraw the request made at the last UH Congress meeting for Nina to
write a letter of protest regarding expansion of systemwide organization in the absence of
offering of services to unit campuses peripheral to UH Manoa. Politically such protest is
unlikely to accomplish anything and is likely to hurt relations between the President and UHH.
No motion was made, but in the absence of any disagreement, the sense of the Congress
appeared to be agreement with Bob’s suggestion.
6. Nomination of Officers. Not all members of Congress were present, and while some brought
proxy votes from absent members, not everyone was aware of the opportunity for submitting
proxy votes. Therefore nominations for officers will be made today and voting will be
conducted next week by email via Andrea in Chris Lu’s office.

7. Sabry Shehata made a request to have a meeting to discuss the program review of CAFNRM.
It is felt that the program review report was misleading and no one could be present from
CAFNRM at the last meeting of the UHH Congress when the report was presented. Nina
Buchanan invited him to meet with the assessment committee.
