Students who have completed the general education core requirements at one UH campus have satisfied the general education core requirements at any UH campus. Upon transfer, the core requirements are not subject to course-by-course review. This agreement amends Executive Policy E5.209 Section IV. B. 3. which states, “Students who transfer from one UH campus to another must satisfy the general education requirements of the campus from which they wish to graduate. The requirements that apply shall be those in force at the time the student entered the UH system, provided that the student has maintained continuous enrollment since that time and does not elect to graduate under requirements adopted more recently by the campus The above statement will now apply to students who transfer from one UH campus to another UH campus without an AA degree or completion of core GE requirements at the sending campus. Discuss Goals for Faculty Congress UH Hilo Faculty Congress Agenda for September 25, 2009 3:00 pm - 5:00 pm, K-127 Appendix A MOTION: Whereas: The 2008 General Education proposal was designed by faculty to focus on student learning outcomes, rather than inputs such as individual courses. Whereas: The 2008 General Education proposal was designed by faculty with the goal of ensuring that students who graduate from UH Hilo have (Phase 1) acquired the skills to think clearly, logically and critically; locate, comprehend, and utilize information; (Phase 2) compose effective written materials that assimilate, synthesize and reflect on course information; express and apply numeric and symbolic concepts correctly and accurately; (Phase 3) speak clearly and orally communicate ideas, facts, information, or recitations effectively and in a manner appropriate to the audience; describe the behavior and interactions of human beings in terms of academic theories, concepts and models; investigate the natural world—its forces, principles, and occupants—and formulate conclusions based on the methods of scientific reasoning; recognize the cultural heritage and contributions of world cultures including their art, music, literature, philosophy, and science; identify ethical problems and dilemmas, evaluate the validity of ethical arguments, and critically reflect on value assumptions; use computer technology competently; recognize key aspects of the culture, language, economy, history, or natural environment of Hawai’i or of another indigenous culture or nation or region of the Pacific or Asia; and discuss global and local community issues and engage in activities that promote the quality of life in the local or global community. Whereas: The 2008 General Education proposal requires that all courses that are certified as General Education courses must list student learning outcomes on the syllabus; align course learning outcomes with general education outcomes by including the phase 1 outcomes, one or more of the phase 2 outcomes and one or more of the phase 3 outcomes in some form in the course learning outcomes; and include a rigorous written or quantitative assignment that assesses the student learning outcomes. Whereas: The 2008 General Educational proposal completed by the General Education Committee, a committee of the 2007-2008 UH Hilo Faculty Congress, was approved in its final form on April 4, 2008 by 60 percent of the Faculty and was subsequently approved by the President of the University of Hawai’i. Whereas: The UH Hilo Faculty Congress has established a General Education Curriculum Review Committee to certify courses that satisfy the general education requirement, that has worked diligently to process courses submitted by departments for general education credit. Whereas: The implementation and administration of the 2008 General Education proposal requires the leadership, incentives and resources provided by the Vice Chancellor of Academic Affairs at UH Hilo. Be it Resolved: That the 2009-2010 UH Hilo Faculty Congress urgently requests that the Vice Chancellor of Academic Affairs allocate the necessary time and resources toward the implementation of the 2008 General Education proposal by the 2010—2011 academic year. UH Hilo Faculty Congress Agenda for September 25, 2009 3:00 pm - 5:00 pm, K-127 Appendix B Proposed change to the UHH Faculty Congress Charter (9/25/2009) Article II, Membership Section 1. Membership: The Congress shall be composed of faculty representatives of all colleges at UH Hilo, the Library, and the Office of Student Affairs (hereinafter referred to as ‘units’). In addition, one voting member of the Congress shall be a student, who will be selected from among and by the ex-officio, non-voting student members described in Section 2 below. All faculty representatives must be tenure-track. Each college or unit shall have a representation of 1 faculty member-at-large for every 15 tenure-track faculty members or fraction thereof. The Chairs of the College Faculty Senates will automatically be voting members of the Congress in addition to these members-at-large. Faculty Congress will hold elections for at-large representatives to the Congress each spring semester. . If a member misses more than three regular meetings of the year, they shall be disqualified and the faculty member with the next highest votes for that unit from the previous election will be elected to that position. Section 2. Ex-officio, nonvoting members: Ex-officio administration members shall include the Chancellor, Vice-Chancellor for Academic Affairs, the Deans of the Colleges, the Vice Chancellor for Student Affairs, the Dean of the College of Continuing Education and Community Service, the Director of Athletics and the Director of Libraries. Exofficio student members shall be elected by the student government association, with 2 representatives from the College of Arts and Sciences (CAS) and 1 representative from each of the remaining colleges. Section 3. First Meeting of the New Congress: New members shall be seated at the last meeting of the Congress of the academic year, at which time they shall entertain nominations and elect their officers for the coming academic year. Section 4. Term: At-large members shall serve staggered 2 year terms. (Note: Changes to the Charter require two readings. If a majority of the Congress votes to amend the Charter, the proposed amendment shall be referred to the faculty for ratification, and written ballots shall be distributed to all UH Hilo tenure-track faculty. Last updated: May 8, 2002) Appendix C Motion to amend the bylaws: (Introduced April 25, 2008, amended as follows:) Move to add a new standing committee under “5. Standing Committee Membership” as follows: f. Curriculum Review Committee The Congress will appoint a Curriculum Review Committee of not less than five members with at least one member and one alternative from each College, one member and one alternative from the Graduate Council, , and the University Registrar or his/her designate. The Congress will also appoint a faculty member currently serving on Congress to serve as Chair of this Committee. The purview of this committee will be to approve all curricular revision and new curricula university-wide. Members shall serve two-year staggered terms. The Chair of this committee will receive a one-course course reduction or one-course overload payment for year. Terms of office will be overlapped so that each year half of the membership will be replaced to provide continuity from year to year. (Note: By-laws require two readings and may not be voted on until the second reading.)
