NSF Automated Proposal Compliance Checks for Full Proposals Effective January
26, 2015.
Proposal and Award Policies and Procedures Guide (PAPPG) (NSF 15-1) Automated Compliance Checks: FastLane will begin to run an additional 24
automated compliance checks on proposals to ensure they comply with (GPG).
Sponsored Programs Administration (SPA) and the Office of Sponsored Programs
(OSP) announce the release of Activity Log
The Activity Log is a new web-based system tracking proposal and award activities
handled through OSP and Business-CONNECT, and it provides the following:
 Transparency for the campus community in viewing the status of a
proposal or an award negotiation.
 Better organization and tracking of activities resulting in enhanced
cross-utilization of staff and the ability to prioritize workflow in a
consistent manner.
 More detailed, complete and consistent metrics for proposals and
awards providing tools to identify areas for increased efficiency and
client support.
MSU Sponsored Projects’ Proposal Deadline Policy
College of Engineering’s Proposal Processing Timeline
The new policy requires that completed proposals must be provided to OSP at
least three full business days prior to the sponsor's deadline to be considered on
time. On-time proposals will take precedence over those considered late. Thank
you for your continued cooperation and commitment to improving the process of
proposal review, approval and timely submission. See the proposal submission
deadline policy for a more detailed description.
Internship/Research Participation Program ORISE position with US EPA -Emissions Modeling
A postgraduate research project training opportunity is currently available with
the U.S. Environmental Protection Agency’s (EPA), Office of Transportation and
Air Quality (OTAQ). This appointment will be served with the National Vehicle &
Fuel Emissions Laboratory (NVFEL) in Ann Arbor, Michigan.

1) Michigan State Foundation Discretionary Funding Initiative (DFI)
The Discretionary Funding Initiative (DFI), funded by the Michigan State
Foundation, provides bridge funds for tenure-stream faculty for additional studies
needed for resubmission of an unsuccessful grant application. Please complete a
PPF to begin the process with DER.

2) National Strategy for Trusted Identities in Cyberspace (NSTIC) Pilots
Cooperative Agreement Program 2015-NIST-NSTIC-01
NIST is soliciting applications from eligible applicants to pilot online identity
solutions that embrace and advance the NSTIC vision of an Identity Ecosystem
Framework. Specifically, the Federal government seeks to initiate and support
pilots that address the needs of individuals, private sector organizations, and all
levels of government in accordance with the NSTIC Guiding Principles that
identity solutions will be (1) privacy-enhancing and voluntary, (2) secure and
resilient, (3) interoperable, and (4) cost-effective and easy-to-use. Pilots that
maximize their contribution to the development of the broader Identity
Ecosystem Framework through public forums such as the Identity Ecosystem
Steering Group (IDESG) are encouraged.

3) NIH Big Data to Knowledge (BD2K) Biomedical Data Science Training
Coordination Center (U24) RFA-ES-15-004
The purpose of this FOA is to solicit applications for a coordination center that will
narrow the gap between the availability of biomedical big data and the ability of
biomedical scientists to effectively utilize such data accurately, effectively, and
efficiently. Achieving this goal requires: (1) bringing together individuals involved
in training and career development programs to network and share experiences;
and (2) engaging individuals developing open educational resources in meaningful
dialogue to ensure that the resources they develop will be freely available and
easy to access by the broader biomedical community. By the end of the award
period, the Training Coordination Center (TCC) will be expected to have: (1)
developed a network of scientists involved in biomedical big data science and (2)
produced a discovery index that serves as a primary source for personalized
access to publicly available biomedical data science educational resources.

4) BRAIN Initiative: Planning for Next Generation Human Brain Imaging
(R24) RFA-MH-15-200
The Brain Research through Advancing Innovative Neurotechnologies (BRAIN)
Initiative is a new Presidential project aimed at revolutionizing our understanding
of the human brain. By accelerating the development and application of
innovative technologies, researchers will be able to produce a new dynamic
picture of the brain that, for the first time, shows how individual cells and
complex neural circuits interact in both time and space. It is expected that the
application of these new tools and technologies will ultimately lead to new ways
to treat, cure, and even prevent brain disorders.

5) Science of Learning: Collaborative Networks (SL-CN) NSF 15-532
This solicitation launches the National Science Foundation’s (NSF’s) next phase of
research in the Science of Learning (SL). The new SL Program is designed to
capitalize on the momentum created by the Science of Learning Centers (SLC)
Program to continue developing an integrated, interdisciplinary SL community.
The goals of the SL Program are to: advance fundamental knowledge about
learning through integrated research; connect the research to specific scientific,
technological, educational, and workforce challenges; and enable research
communities to capitalize on new opportunities and discoveries. The Program is
designed to support projects that – due to the activities supported and their
interdisciplinarity and integrative breadth – do not fit into existing NSF programs.

6) EarthCube NSF 13-529
EarthCube aims to create a well-connected and facile environment to share data
and knowledge in an open, transparent, and inclusive manner, thus accelerating
our ability to understand and predict the Earth system. Achieving EarthCube will
require a long-term dialog between NSF and the interested scientific communities
to develop cyberinfrastructure that is thoughtfully and systematically built to
meet the current and future requirements of geoscientists. New avenues will be
supported to gather community requirements and priorities for the elements of
EarthCube, and to capture the best technologies to meet these current and future
needs. The EarthCube portfolio will consist of interconnected projects and
activities that engage the geosciences, cyberinfrastructure, computer science, and
associated communities. The portfolio of activities and funding opportunities will
evolve over time depending on the status of the EarthCube effort and the
scientific and cultural needs of the geosciences community.

7) Human Frontier Science Program 2016
HFSP supports international scientific collaborations. Research Grants are
awarded for innovative research projects involving extensive collaboration among
teams of independent scientists working in different countries and in different
disciplines.

8) Critical Resilient Interdependent Infrastructure Systems and Processes
(CRISP) NSF 15-531
The goals of the Critical Resilient Interdependent Infrastructure Systems and
Processes (CRISP) solicitation are to: (1) foster an interdisciplinary research
community of engineers, computer and computational scientists and social and
behavioral scientists, that creates new approaches and engineering solutions for
the design and operation of infrastructures as processes and services; (2) enhance
the understanding and design of interdependent critical infrastructure systems
(ICIs) and processes that provide essential goods and services despite disruptions
and failures from any cause, natural, technological, or malicious; (3) create the
knowledge for innovation in ICIs so that they safely, securely, and effectively
expand the range of goods and services they enable; and (4) improve the
effectiveness and efficiency with which they deliver existing goods and services.

9) University Turbine Systems Research DE-FOA-0001248
The National Energy Technology Laboratory (NETL) University Turbine Systems
Research (UTSR) program manages a portfolio of gas turbine-focused university
projects. The NETL-UTSR program is part of an initiative in support of the Office of
Fossil Energy's Advanced Turbines program goals, DOE strategic goals and
program mission needs. The funding opportunity announcement (FOA) is required
to facilitate the development and demonstration of next-generation turbine
technology with the goal of producing reliable, affordable, clean, efficient, and
cost-effective energy supplies and to address the need for engineering and
scientific solutions for air breathing gas turbines and supercritical carbon dioxide
(SCO2) power cycles. The work will address scientific Research and Development
(R&D) as well as technical challenges in turbine technology in support of DOE's
strategic goals, program mission needs and the achievement of programmatic
technical goals.

10) NASA ARMD Research Opportunities in Aeronautics (ROA 2015)

Under the FY 2015 ROA NRA ARMD will continue solicitation of foundational and
systems-level research proposals for four programs within ARMD: the Advanced
Air Vehicles Program, the Airspace Operations and Safety Program, the Integrated
Aviation Systems Program, and the Transformative Aeronautics Concepts
Program. The Advanced Air Vehicles Program (AAVP) conducts cutting-edge
research that will generate innovative concepts, technologies, capabilities, and
knowledge to enable revolutionary advances for a wide range of air vehicles. The
Airspace Operations and Safety Program (AOSP) develops and explores
fundamental concepts, algorithms, and technologies to increase throughput and
efficiency of the National Airspace System (NAS) safely. The Integrated Aviation
Systems Program (IASP) will conduct research at an integrated system-level on
promising concepts and technologies and explore/assess/demonstrate the
benefits in relevant environments. The Transformative Aeronautics Concepts
(TAC) Program cultivates multi-disciplinary, revolutionary concepts to enable
aviation transformation and harnesses convergence in aeronautics and nonaeronautics technologies to create new opportunities in aviation.

11) Scientific Cooperation and Research (SCRP) USDA 10.961
The objective of Scientific Cooperation Research Program (SCRP) is to reduce
global poverty and hunger by supporting applied scientific research, extension, or
education projects that aim to address challenges faced by small farmers in
emerging economies. All proposals should focus on addressing agricultural
challenges to small farmers in Feed the Future countries (FTF).
