Advanced Notice of New Facilities and Administrative (F&A) or Overhead Rates
The University has negotiated new Facilities & Administrative (F&A) rates that will
be effective from July 1, 2015 until June 30, 2019. Although MSU has not received
the “official” rate agreement, we can use the following rates for new proposals.
We anticipate receiving the final agreement by June 30, 2015, and it will be
posted to the OSP/CGA web site.
The federal rates for July 1, 2015 – June 30, 2016 are:
•
Research - 53.5%.
•
Other Sponsored Activities - 36%.
•
Off-Campus - 26%.
The new federal rates for July 1, 2016 – June 30, 2019 are:
•
Research - 55%.
•
Other Sponsored Activities - 36%.
•
Off-Campus - 26%.
Consistent with past practice, these new rates will apply to new proposals and will
not be applied retroactively to existing proposals or awards. The increase in the
research rate (+1.5) is primarily due to an increase in costs for major
infrastructure projects. The other sponsored activities rate and off-campus rates
are unchanged.

Defense Sciences Office Proposers Day DARPA-SN-15-41
The Defense Advanced Research Projects Agency (DARPA) Defense Sciences
Office (DSO) is sponsoring a two-day Proposers Day event to provide information
to potential proposers on the objectives of an anticipated DSO Office-wide Broad
Agency Announcement (BAA). The event will be held on Tuesday and Wednesday,
July 21-22, 2015 from at the DARPA Conference Center (675 North Randolph
Street, Arlington, VA 22203). The event will be webcast for those who would like
to participate remotely. Advance registration is required for both the physical
meeting and the webcast. Registration for the physical meeting and webcast
participants will include an opportunity to schedule a sidebar meeting with a DSO
Program Manager.

Monday, September 28, 2015 from 8:00am-5:00pm. The 2015 FBI-MSU Academic
Alliance Conference is full-day program at the Kellogg Hotel and Conference
Center. Free event but registration is required.
RFI: Marine and Hydrokinetic Environmental Monitoring Technologies and Field
Testing Opportunities DE-FOA-0001372
The purpose of this RFI is to solicit feedback aimed at accelerating the
development and commercial readiness of environmental monitoring
technologies for use by MHK device developers. EERE is seeking particular input
on the following: 1) A proposed framework for funding the advancement of
environmental monitoring technologies aimed at reducing the uncertainty of
impacts due to acoustic outputs, electromagnetic fields produced by MHK devices
and their associated cables, and physical interactions with marine animals. 2) The
relative need for the advancement of environmental monitoring technologies. 3)
The state of development of technologies for measuring environmental impacts
of MHK devices.

1) Fulbright U.S. Scholar Opportunities in Sub-Saharan Africa
Every year U.S. scholars in a wide variety of academic disciplines teach and
conduct research at educational institutions and non-profit organizations across
Sub-Saharan Africa. U.S. Embassies in the region contribute to the program
through their direction of an extensive network of scholars and share their
expertise with colleagues and students. In addition to accomplishing their grantspecific goals, Fulbright Scholars often build lasting relationships that serve as the
foundation for on-going projects and other interactions on the personal and the
institution level.

2) Fulbright Opportunity at VTT Technical Research Center of Finland
The Fulbright-VTT Grant in Science, Technology and Innovation in Finland is a oneof-a-kind opportunity to research with Finnish colleagues at VTT Technical
Research Centre, one of the leading research centers in Northern Europe. Current
research priorities include knowledge intensive products and services, smart
industry and energy systems, and solutions for biomass and environment.
Applications are sought in all appropriate disciplines. The award is open to
candidates with a PhD, but candidates with an MSc degree and strong expertise in
their field--as well as professionals with a minimum of five years of experience in
the field--may also be considered.

3) Hysteretic Heating of Polymer Crystal Composites through Mechanical
Vibration BAA-AFRL-RWK-2015-0001_CALL_001
The AFRL wishes to understand the material parameters that are most important
for prediction of vibration heating, to more fully diagnose the mechanisms of
heating, and to have some tool or methodology developed for use to estimate
heating in generalized transport geometries. Materials of interest for this study
are polymer crystalline composites. However, representative work with other
composites is acceptable if material properties are in a range that is relevant for
the application at hand.

4) Opportunities to Develop High Performance, Economically Viable, and
Environmentally Benign Technologies to Recover Rare Earth Elements
(REEs) from Domestic Coal and Coal Byproducts DE-FOA-0001202
The Department of Energy National Energy Technology Laboratory has been
investigating the economic feasibility of recovery of Rare Earth Elements from
domestic United States coal and coal byproducts. Certain coals can contain a
higher ratio of heavy, generally more valuable, Rare Earth Elements to light Rare
Earth Elements than found in other sources of Rare Earth Elements, such as
natural Rare Earth Element ores. Given the potentially low Rare Earth Element
concentrations in the feed materials, and subsequent potentially low yield of Rare
Earth Element concentrate from any separation process, minimizing costs is a key
challenge. Physical and chemical separations may be useful in recovering Rare
Earth Elements from coal and coal byproducts.

area of research related to the development of an automated chemical
synthesizer that can produce, purify, characterize and scale a wide range of small
molecules.

6) ROSES 2015: Planetary Protection Research NNH15ZDA001N-PPR
This ROSES NRA (NNH15ZDA001N) solicits basic and applied research in support
of NASA’s Science Mission Directorate (SMD). This NRA covers all aspects of basic
and applied supporting research and technology in space and Earth sciences,
including, but not limited to: theory, modeling, and analysis of SMD science data;
aircraft, scientific balloon, sounding rocket, International Space Station, CubeSat
and suborbital reusable launch vehicle investigations; development of experiment
techniques suitable for future SMD space missions; development of concepts for
future SMD space missions; development of advanced technologies relevant to
SMD missions; development of techniques for and the laboratory analysis of both
extraterrestrial samples returned by spacecraft, as well as terrestrial samples that
support or otherwise help verify observations from SMD Earth system science
missions; determination of atomic and composition parameters needed to
analyze space data, as well as returned samples from the Earth or space; Earth
surface observations and field campaigns that support SMD science missions;
development of integrated Earth system models; development of systems for
applying Earth science research data to societal needs; and development of
applied information systems applicable to SMD objectives and data.

The Department of Homeland Security (DHS) Science & Technology (S&T)
Directorate is soliciting white papers which will be evaluated in accordance with
this BAA. This BAA is for basic and applied research as well as development not
relating to a specific piece of hardware or system. The purpose of this solicitation
is to initiate a three-phase developmental activity for standoff detection
capabilities.

The Department of Defense (DoD) Multidisciplinary University Research Initiative
(MURI), one element of the University Research Initiative (URI) is sponsored by
the DoD research offices. Those offices include the Office of Naval Research
(ONR), the Army Research Office (ARO), and the Air Force Office of Scientific
Research (AFOSR). DoD's MURI program addresses high risk basic research and
attempts to understand or achieve something that has never been done before.

9) Partnerships for Innovation: Accelerating Innovation ResearchTechnology Translation (PFI: AIR-TT) NSF 15-570
The NSF Partnerships for Innovation (PFI) program within the Division of Industrial
Innovation and Partnerships (IIP) is an umbrella for two complementary
subprograms, Accelerating Innovation Research (AIR) and Building Innovation
Capacity (BIC). Overall, the PFI program offers opportunities to connect new
knowledge to societal benefit through translational research efforts and/or
partnerships that encourage, enhance and accelerate innovation and
entrepreneurship. The subject of this solicitation is PFI: AIR-Technology
Translation (PFI: AIR-TT). The PFI: AIR-TT solicitation serves as an early
opportunity to move previously NSF-funded research results with promising
commercial potential along the path toward commercialization. Projects are
supported to demonstrate proof-of-concept, prototype, or scale-up while
engaging faculty and students in entrepreneurial/innovative thinking.

This announcement seeks proposals to purchase instrumentation in support of
research in areas of interest to the DoD, including areas of research supported by
the Army Research Office (ARO), the Office of Naval Research (ONR), and the Air
Force Office of Scientific Research (AFOSR). For detailed information regarding
technical goals, potential proposers are advised to refer to the full
announcement. They also are encouraged to contact DoD program managers
before submitting proposals, in order to explore research areas that are of mutual
interest to the proposers and DoD administering agencies. A proposal may be
submitted to more than one administering agency; however, only one
administering agency will fund the proposal, if selected, under the 2016 DURIP.

11) Industry/University Cooperative Research Centers Program (I/UCRC) NSF

The Industry/University Cooperative Research Centers (I/UCRC) program develops
long-term partnerships among industry, academe, and government. The centers
are catalyzed by a small investment from the National Science Foundation (NSF)
and are primarily supported by industry center members, with NSF taking a
supporting role in the development and evolution of the center. Each center is
established to conduct research that is of interest to both the industry members
and the center faculty. An I/UCRC contributes to the nation's research
infrastructure base and enhances the intellectual capacity of the engineering and
science workforce through the integration of research and education. As
appropriate, an I/UCRC uses international collaborations to advance these goals
within the global context.

12) Research and Development of Next Generation Naval Integrated Power

The Naval Sea Systems Command (NAVSEA) is interested in White Papers for long
and short term Research and Development (R&D) projects that offer potential for
advancement and improvements in the implementation of shipboard Integrated
Power Systems (IPS) at the major component, subsystem and system level. IPS
provides total ship electric power including electric propulsion, power conversion
and distribution, combat system support and ship mission load interfaces to the
electric power system.
