Minutes of the College Council Meeting of November 8, 2004
Present: Dr. Caldwell, Ms. Caldwell, Mr. Gomez, Mr. Hanson, Mr. Middleton, Ms.
Oswald, Dr. Schwartz, Dr. Simon, Ms. Smith, Ms. Stewart
1. Minutes of November 1, 2004 meeting. Members suggested adding a phrase to
item f to read: Members agree that College Council is valuable but lines of
communication need to be more open in both directions. Members also asked that
President’s statement that over cap FTES will be applied to 2006 salaries as opposed
to 2005 salaries be added to the minutes.
2. Philip Gomez showed the trophy students recently were awarded for writing the
“Best Advisor Essay” regarding Harold Tyler. The Associated Students
Organization will host a luncheon for Administrators on Thursday, December 9,
2004.
3. Policy 4228 – Independent Study
The Academic Deans, Academic Senate, and members of College Council have
approved the version of Policy 4228 – Independent Study as presented by Julie
Stewart several meetings ago. Pat Caldwell removed “procedures” from the
policy and presented a draft of a shortened policy along with procedures to
implement the policy which is in keeping with the format proposed by the
Community College League of California project to review community college
policies. Julie Stewart said the Senate strongly believes it is necessary to have
student eligibility clearly defined in the policy. She also said the Academic Senate
prefers to have the Board adopt the detailed policy as the Senate has direct access
to the Board of Trustees regarding policies. College Council recommends that this
be taken to the December Board meeting.
4. Committee Listing from Web Site Members noted the following:
a. Collegial consultation committees affect the whole campus and make
recommendations to the President. Procedure 2510-Collegial Consultation lists
Academic Senate, College Council, Planning and Budgeting Committee, Division
Councils and Area Councils as Collegial Consultation committees.
b.
One important component of collegial consultation process is the posting of
minutes. Need to assure that all areas are posting minutes to the web site.
c.
Facilities Steering Committee. Membership is basically the same as College
Council; however, they perform a different function. Some members wish to add
this to Procedure 2510.
d.
Technology Committee. Collegial consultation process already exists as work is
represented in the Comprehensive Master Plan which is shared with College
Council, Planning and Budget Committee and Academic Senate for feedback.
Some members wish to add this to Procedure 2510.
e.
Calendar Committee has campuswide impact and makes recommendations to the
President and should be added to Procedure 2510 as a collegial consultation
committee.
f.
Pat will draft new language for Procedure 2510 and bring to a future College
Council meeting.
g.
Members discussed the structure of College Council agreed the right people are
members of this Council. Members also agreed that if the Team Reports were
given at each meeting, each person would have the opportunity to bring appropriate
information to the Council. Regular distribution of the minutes of various
committees would help communication. As minutes are usually adopted by groups
prior to distribution, perhaps information would be more timely if “draft” minutes
were posted.
h.
In summary, Facilities Steering Committee, Technology Committee and Calendar
Committee will be added to the list of collegial consultation committees in
Procedure 2510. The structure of College Council is correct and team reports will
assure that important issues that affect the whole campus will be shared.
