El Camino College
Office of the President
Minutes of the College Council Meeting of January 18, 2005
Present: Dr. Fallo, Mr. Hanson, Mr. Gomez, Mr. Means, Mr. Middleton, Ms. Pickens, Ms. Smith, Dr.
Schwartz, and Ms. Stewart.
1. Board Agenda
a. There are two Committee of the Whole items on the agenda. One is for the Board to
discuss their goals and evaluation instrument/procedures. The second is to address the
Board vacancy. We have until January 28th to order an election for the June 7, 2005
election. There will be an election for this seat in November. There will be handouts at the
Board meeting outlining procedures for filling vacancies and trustee vacancy application
forms.
b. Dr. Haag’s memorial service is Saturday, January 22, 2005 at 10:30 a.m. at Calvary
Presbyterian Church. There will be additional parking at the Business Training Center.
Tom Lew sent a letter to faculty informing them of Dr. Haag’s passing.
c. Current Out-of-State student fees are $149 per unit and $159 for Out-of Country. We use
the State-wide average to determine what fees to charge.
d. Measure “E” Audit report copies can be requested from Pam Fees. This report will be
posted to the website.
e. Accreditation Report does not include Dr. Simon’s comments on page 21. It was reported
that Tom Lew will include these comments in the final report.
2. Workgroup on Community College Finance. 72% of CEO’s responded in favor of the workgroups
recommendation. This makes El Camino College the lowest credit per FTES in the State. The
Chancellor said this could be implemented for 2005-06. This has not been presented to the Board
of Governors, but if it does President Fallo will attend to make a plea. Equalization would be
better for us.
3. Registration/Enrollment. Hortense Cooper is calling students who missed their registration dates.
Our numbers for winter session were fairly good. Every district is down 8-20% from the same
point last year. The Governor’s budget does not include an increase in student fees. The increased
fees have had an affect on students.
4. ASO is working with the Foundation and Dawn Reid to inform students of funding resources for
textbooks. They are working on a marketing campaign. Next semester the students will focus on
Legislation.
5. Procedure-Gifted K-10 Students Concurrent Enrollment Policy and the proposed ECC Calendar
2006-07 were distributed for discussion February 14th.
6. College Council meeting. The next meeting will be Monday February 14, 2005 at 1:00 p.m. in
Adm 127 (not the Board Room). The Tuesday, February 22nd meeting will be in the Board Room
at 1:00 p.m.

EL CAMINO COLLEGE STRATEGIC PLAN 2004-2007
Vision Statement
El Camino College will be the College of choice for successful student learning, caring student
services and open access. We, the employees, will work together to create an environment that
emphasizes people, respect, integrity, diversity and excellence. Our College will be a leader in
demonstrating accountability to our community.
Mission Statement
The mission of El Camino College is to meet the educational needs of its diverse community and
ensure student success by offering quality, comprehensive educational opportunities.
Statement of Philosophy
Everything El Camino College is or does must be centered on its community, for without the
community, we have no students, no faculty or staff, no reason to exist. It is our community that saw
the need and valued the reason for the creation of El Camino College. Therefore, it is to our
community that we must be responsible and responsive in all matters educational, fiscal and social.
Statement of Values
Our highest value is placed on our students and their educational goals. Interwoven in that value is our
recognition that the faculty and staff of El Camino College are the College’s stability, its source of
strength and its driving force. With this in mind, our five core values are:
People – We strive to balance the needs of our students, employees and community.
Respect – We work in a spirit of cooperation and collaboration.
Integrity – We act ethically and honestly toward our students, colleagues and community.
Diversity – We recognize and appreciate our similarities and differences.
Excellence – We aspire to deliver quality and excellence in all we do.
Guiding Principles
The following guiding principles are used to direct the efforts of the District:
El Camino College must strive for distinction in everything the College does—in the classroom, in
services and in human relations. Respect for our students, our fellow employees, our community and
ourselves, must be our underlying goal.
Cooperation among our many partners is vital for our success—whether they be other schools and
colleges, businesses and industries, or individuals.
Access and opportunity must never be compromised. Our classrooms are open to everyone who meets
our admission eligibility and our community programs are open to all. This policy is enforced without
discrimination and without regard to gender, ethnicity, personal beliefs, abilities or background.
Strategic Goals 2004-2007
1. Support and constantly improve the quality of our educational offerings.
2. Promote student-centered learning to increase student success.
3. Support innovative practices that enhance the educational experience.
4. Foster a climate that promotes integrity and accountability.
5. Support and develop effective and motivated employees.
6. Improve and enhance internal and external communication.
7. Incorporate flexibility into institutional structure and process.
