Minutes of the College Council Meeting of February 22, 2005
Present: Dr. Fallo, Dr. Caldwell, Ms. Caldwell, Mr. Hanson, Mr. Kelley, Mr. Gomez, Ms. Pickens, Dr.
Simon, Ms. Smith, Dr. Schwartz, and Ms. Stewart.
1. Mandatory Flex Day according to the ECCFT contract the mandatory flex day should be the first
day of the semester. The Calendar Committee recommendation went to the E-Board and E-Board
agreed to the proposed calendar.
2. ASO will not have the March in March. Instead they will be having a CalSac lobbying day. The
students want to lobby for more access for students to get a proper education. There is also a
charity event being planned.
3. Board Agenda
a. Citizens’ Bond Oversight Committee will present their Annual report for acceptance.
b. Public Comment will include representative of an employee requesting their issue be heard
in public. The Board will here comments and make decision in closed session. Additional
back up documents will be provided to Board at request of ECCE representative.
c. Health Services fee increase will help offset the deficit and keep the center open for fall and
spring. Some services still may have to be cut.
d. Class schedules will cost $1.00 and will help offset the cost of printing. This income has
not been budgeted yet. Schedules will still be provided at no cost to division offices.
e. Administrative Services page 6, Science Complex Renovation Project budget total in
column one should be $6,721,738.
4. The Legislative Analysts Report on the Governor’s Proposal was published today. There are slight
increases in revenue. The Analyst and others are focusing on structural deficit. There is some talk
in Sacramento about increasing fees.
5. High School Outreach Ten schools have responded and 17 people will attend this meeting on
February 23rd. This will be a good opportunity for us to get back into high schools for recruitment.
6. Academic Senate will have its first meeting next week. They will be ratifying Planning &
Budgeting Committee actions that have occurred during the break.
7. Sabbaticals and Early Retirements are going to be watched more closely in the future in relation to
timing. We may request people to teach in the Fall rather than in the Spring to help us to satisfy
our 75/25 calculation.
8. Budget – Workgroup Report of finance is a serious issue. The Chancellor will recommend to the
Board of Governors on March 8 & 7 that they implement the Workgroup for 2006-07. They asked
the Chancellor to delay but he has decided to go forward. We will become the lowest dollars per
credit FTES in the State. Additionally, we may not be as competitive as other districts in salaries.
This will be a major concern of ours for the next few months.
9. ECC Budget – El Camino College has always had a good budget due to the great efforts of Mr.
Hanson.
