Minutes of the College Council Meeting of May 2, 2005
Present: Dr. Fallo, Ms. Caldwell, Ms. Fees, Mr. Gomez, Mr. Middleton, Ms. Pickens, Dr.
Schwartz, Dr. Simon, Ms. Smith, Mr. Spor, and Ms. Stewart.
1. Strategic Planning Meeting. Terry Newman will be attending and will be given instructions
on how to register.
2. Confidentiality Statement. The ECCE Representative requested to use previous procedure
of making an oral statement. It was reported that the new Confidentiality Statement is
basically the same procedure with the statement being read, for consistency and committee
members names recorded on the back. There was a concern that there were several
different versions produced over a three month period. The current procedure (1992
version) does not call for a confidentiality statement. The proposed procedure states that
there will be a confidentiality statement. The ECCFT Representative is concerned because
the Confidentiality Statement along with the hiring procedure is part of the contract, which
states that new hiring procedures must be approved by the Academic Senate and the Board
of Trustees. The ECCFT Representative feels that the use of the Confidentiality statement
without approval is a violation of their contract; the Human Resources representative stated
these documents were placed separately from contract and they are appendices for
informational purposes only. Education Code (87360 b) ‘requires that hiring criteria,
policies and procedures for new faculty members shall be developed and agreed upon
jointly by representatives of the governing board, and the academic senate, and approved
by the governing board’. It was reported that we are going to read this Confidentiality
Statement and record committee members on statement until there is Board and Academic
Senate approval.
3. Management and Supervisor Classification Survey. The ECCFT Representative said
faculty will most likely not support salary increases for this group.
4. Associated Students Organization. The textbook proposal is going to the Academic Senate
on May 3rd for a final vote. The Legislative Reception was a success with Jerome Horton
being honored for being a friend to El Camino College. The ASO fundraiser brought in
$2000. Sixteen students went to the California Student Association of Community
Colleges conference. These students passed the Certified Leadership test and are now
certified student leaders.
5. Nursing Program. We are trying to get more students in this area. We have been working
with a number of different hospitals. The Governor and Chancellor have come out in
support of Nursing Programs and have offered some new grants which we will be applying
for. The Learning Resource Center made resources available to these students.
6. Transfer Rates. We have gone down slightly on our UC and CSU transfers. We are going
to have to work on raising these numbers.

Everything El Camino College is or does must be centered on its community, for without the
community, we have no students, no faculty or staff, no reason to exist. It is our community that saw
the need and valued the reason for the creation of El Camino College. Therefore, it is to our
community that we must be responsible and responsive in all matters educational, fiscal and social.

Our highest value is placed on our students and their educational goals. Interwoven in that value is our
recognition that the faculty and staff of El Camino College are the College’s stability, its source of

El Camino College must strive for distinction in everything the College does—in the classroom, in
services and in human relations. Respect for our students, our fellow employees, our community and

Cooperation among our many partners is vital for our success—whether they be other schools and
colleges, businesses and industries, or individuals.
Access and opportunity must never be compromised. Our classrooms are open to everyone who meets
our admission eligibility and our community programs are open to all. This policy is enforced without
discrimination and without regard to gender, ethnicity, personal beliefs, abilities or background.
