El Camino College
Office of the President
Minutes of the College Council Meeting of September 19, 2005
Present: Dr. Fallo, Mr. Bagnall, Dr. Arce, Dr. Baker, Ms. Dever, Ms. Caldwell, Dr. Marsee, Mr.
Middleton, Ms. Pickens, Dr. Simon, and Ms. Smith.
1. College Council will meet at 12:30 p.m. beginning September 26th in Adm 127.
2. ASO – it is still unclear as to how and why the ASO budget has been decreased by 20%. Dr.
Marsee is looking into this issue further. The students have raised over $5000 for the
American Red Cross hurricane relief fund. It was reported that there may be another student
group planning on raising funds. Dr. Baker would like those two efforts brought together.
3. Vice President – Academic Affairs – Dr. Marsee will be the chair of this hiring committee.
There will be all new members on the committee. Each constituent should appoint a new
representative. Trustee Jackson will represent the Board of Trustees on the committee. The
ECCE representative disagrees that new members should be appointed.
4. College Council Evaluation/Goals – It was agreed to use the survey as in previous years. The
survey was distributed and it is understood that the survey is for evaluating the group – not the
individual committee member. New members of the council were encouraged to send the
survey to their predecessors. Last years goals were distributed for review while completing the
evaluation. We will discuss the evaluation and talk about goals on October 3rd.
5. Policies – next week we will do a policy progress review to determine where we are in this
project. The Vice President’s are asked to bring what policies are outstanding in their areas. It
was also noted that the Discrimination policy is still outstanding.
6. College Council Issues – ECCFT representative would like some type of mechanism for
addressing items or questions that do not affect the College as a whole. It was decided that
questions can be asked via e-mail to the appropriate person. When an answer is received the email will be forwarded to other College Council members for their information.
7. Academic Senate meets on Tuesday, September 20, 2005.
8. ECC Web Services – students can now access e-mail more easily. Students are confused about
how to get into the web services. An update on our website will be given on October 3rd. Dr.
Baker would like to transition students over to electronic registration. We need to encourage
students to become more familiar with the website and e-mail services. It was suggested to set
up a room with computers on campus for student registration. We need to push web services
campus wide.
9. Mandatory Sexual Harassment Training – is scheduled for September 29th from 9-11:00 a.m.
10. Campus Social Environment Committee – is being reactivated to address safety and certain
disruptive student behavior. The committee will conduct morning and afternoon walk-arounds on campus, including the Student Activities Center.

EL CAMINO COLLEGE STRATEGIC PLAN 2004-2007
Vision Statement
El Camino College will be the College of choice for successful student learning, caring student
services and open access. We, the employees, will work together to create an environment that
emphasizes people, respect, integrity, diversity and excellence. Our College will be a leader in
demonstrating accountability to our community.
Mission Statement
The mission of El Camino College is to meet the educational needs of its diverse community and
ensure student success by offering quality, comprehensive educational opportunities.
Statement of Philosophy
Everything El Camino College is or does must be centered on its community, for without the
community, we have no students, no faculty or staff, no reason to exist. It is our community that saw
the need and valued the reason for the creation of El Camino College. Therefore, it is to our
community that we must be responsible and responsive in all matters educational, fiscal and social.
Statement of Values
Our highest value is placed on our students and their educational goals. Interwoven in that value is our
recognition that the faculty and staff of El Camino College are the College’s stability, its source of
strength and its driving force. With this in mind, our five core values are:
People – We strive to balance the needs of our students, employees and community.
Respect – We work in a spirit of cooperation and collaboration.
Integrity – We act ethically and honestly toward our students, colleagues and community.
Diversity – We recognize and appreciate our similarities and differences.
Excellence – We aspire to deliver quality and excellence in all we do.
Guiding Principles
The following guiding principles are used to direct the efforts of the District:
El Camino College must strive for distinction in everything the College does—in the classroom, in
services and in human relations. Respect for our students, our fellow employees, our community and
ourselves, must be our underlying goal.
Cooperation among our many partners is vital for our success—whether they be other schools and
colleges, businesses and industries, or individuals.
Access and opportunity must never be compromised. Our classrooms are open to everyone who meets
our admission eligibility and our community programs are open to all. This policy is enforced without
discrimination and without regard to gender, ethnicity, personal beliefs, abilities or background.
Strategic Goals 2004-2007
1. Support and constantly improve the quality of our educational offerings.
2. Promote student-centered learning to increase student success.
3. Support innovative practices that enhance the educational experience.
4. Foster a climate that promotes integrity and accountability.
5. Support and develop effective and motivated employees.
6. Improve and enhance internal and external communication.
7. Incorporate flexibility into institutional structure and process.
