Minutes of the College Council Meeting of September 26, 2005
Present: Dr. Fallo, Mr. Bagnall, Dr. Arce, Dr. Baker, Ms. Dever, Ms. Caldwell, Dr. Marsee, Mr.
Middleton, Ms. Pickens, and Dr. Simon.
1. Facilities Steering Committee – the October 10th has been rescheduled to Monday, November
14th at 1:30 p.m. following the College Council meeting in Lib 202. The December 12th
Facilities Steering Committee has been cancelled. We will set a new schedule of meetings for
2006 at the November meeting.
2. ASO – there will be a web services awareness campaign to educate students. The students will
have a rock the vote rally to encourage election participation.
3. Accreditation – Arvid Spor and Ruth Banda-Ralph are the co-chairs. Our Accreditation visit
will be in the Fall of 2008. We will also have co-chairs for each Standard. President Fallo will
also be looking for people to participate in Accreditation visits to other colleges.
4. Political Activity on Campus – ECCE representative met with Harold Tyler to discuss how to
manage political activity on campus. Political mailers were sent to employee home addresses
because campus mailboxes can not be used for those purposes. The ECCFT representative will
clarify with Harold if a newsletter containing political preferences could be put in campus
mailboxes.
5. Pension and Retiree Health Benefits – continue to be big issues – especially the increased
liability associated with GASB 43/45. An actuary study was done 10-12 years ago and our
liability at that time was $7M. We now have a liability of $15M. Our objective was to put
aside $3M in each year and we would be done. Looks like we won’t meet that goal. For
retirees who remain in the PERS-CARE program we pay administrative costs of $583 a year
per person. The Health Insurance Benefits Committee will have to discuss this and determine
how we go about funding this liability.
6. Measure “E” Bond Fund –Facilities Master Plan – many districts are decreasing their bond
construction goals by 30-40%. If our next four major projects (Humanities, Parking Structure,
Learning Resource Center, and Student Activity Center) come in 40% above costs we will be
in big trouble. When we get the cost estimates for the Humanities Building it will give us a
clearer picture. Our bonds sold last week for $6.8M. We will add $5.8M to our contingency
fund and $1M will be used for equipment.
7. Policy Update – and draft policies were distributed for review and discussion at the next
meeting.

the need and valued the reason for the creation of El Camino College. Therefore, it is to our

El Camino College must strive for distinction in everything the College does—in the classroom, in

Cooperation among our many partners is vital for our success—whether they be other schools and
colleges, businesses and industries, or individuals.
Access and opportunity must never be compromised. Our classrooms are open to everyone who meets
our admission eligibility and our community programs are open to all. This policy is enforced without
discrimination and without regard to gender, ethnicity, personal beliefs, abilities or background.
