Minutes of the College Council Meeting of June 4, 2007
Present: Ms. Amezcua, Dr. Arce, Mr. Brown, Dr. Dever, Dr. Fallo, Ms. Garten, Dr.
Marsee, Mr. Middleton, Mr. Miller, Dr. Nishime, Ms. Smith, Dr. Spor.
1. Review of previous minutes; approved unanimously.
2. Ms. Smith reported that ECCE has been notified that there would be a new
negotiation to resolve classified salary issue.
3. Dr. Nishime & Academic Senate brought forth Board Policy 4231 for discussion.
Academic Senate approved the BP 4231 (Grade Changes) , with the
caveat that the accompanying Academic Procedure (AP) 4231 to implement BP 4231
needs further review by the Senate. Dr. Arce & Dr. Dever related activities and
discussion in the Senate re: the procedure & policy. The main issue so far has been
the language of section D4: Grade Appeal Panel: Decision, dealing with details of
potential discrimination language.
Dr. Nishime urged action, because the Chancellor’s Office has required
revision of BP 4231 by June 30. Extensive discussion ensued concerning the last
sentence of BP 4231: “procedures for appeal will be established by the
President/Superintendent.” The Senate has had an objection to this sentence, but it
was pointed out that this sentence has been included in other recent policy language.
Questions raised: Process: Does the current draft allow the VPAcademic Affairs to alter decision by Appeal Panel, or not? Language as presented
may be confusing and may actually encourage a student to continue nonessential,
additional appeals.
Dr. Dever stated that she would call the Senate E-Board meeting to revise
policy for quick review by June 11.
4. Ms. Smith had questions re: Bd. Policy 4311, which seems to be a revision of BP
7120, and refers to BP 4211. Questions re: these policies will need to be
addressed at a later meeting.
5. Guest Dr. Angela Simon raised questions about the ECC management selection
process. There are concerns about the proper representation and placement on
hiring committees of union and/or faculty reps. on management search
committees. Instances of Fine Arts & HS&A Divisions were specifically
discussed. Dr. Arce and Dr. Simon will discuss these concerns.
