El Camino Police Department Division Council Meeting August 19, 2009 Present: Erick Mendoza, Jan Caldwell, Arlene Bautista, Mike Trevis, Francisco Esqueda, Jonathan Ott The meeting began at 1:07 pm. The minutes of the July 23, 2009 meeting were approved as written. OLD/PENDING BUSINESS BDU Uniforms - Use of BDU uniforms by officers was approved by Chief Trevis. The BDU’s must look professional. PAS Devices – Effective immediately, all PAS devices will be kept at the Dispatch Center. Officers are required to sign a log showing who took the PAS device. Chief Trevis will send a memo. Camera Systems – Last week Erick Mendoza and Christina Baskin went for training on how to retrieve the recorded information taken by the camera system. Erick will train others. Stop Signs in Lot H & F, Parking Stall Bumpers, Etc. – Erick Mendoza, Jonathan Ott, Dal Toruno and Chief Mike Trevis met with Tom Brown of Facilities, Planning and Services. Tom explained that the distance of the parking stall bumpers were within the specific regulations. Therefore, he didn’t think that anything can be done about the moving the bumpers. The corner parking stalls will be designated for compact vehicle parking only. There will be 45 new staff stalls in Lot H. The order of Stop signs came in on Monday, and they were brought to Facilities. Chief Trevis will do a work order to have the signs installed. Weekend Officers/Special Events - Louise Kirst, who keeps track of special events, is out right now. The subject of special events came up at an administrator’s meeting. Bob Gann will create a master calendar. If officer come in and is scheduled to work alone because the second officer is out ill and discovers that a special event, of which the police department was not aware, he/she should contact the chief or the on-duty sergeant for authorization to have someone to come in to assist. Jan Caldwell would like specific criteria on when to call someone in. Investigator/Detective Position - This position is similar to COPS officer position and is a separate from this position. The position will be discussed further at our department meeting. Additional Cameras – A camera is scheduled to be installed at the Cashier’s line. Two (2) additional cameras will be installed in the Student Activities Center building. Jan Caldwell will provide more information as to the location for the cameras. The cameras are being paid from the bond measure. Information Technical Services is installing an intrusion alarm at IT Services. The IT server room will have an environmental monitor alarm that will be hard wired to the Dispatch Center at campus police. ADT will supply equipment and servicing only. Additional Police Equipment – Chief Trevis received the proposal from Officer Robertson and Esqueda for additional police equipment. The proposal was given to Mr. Marty Mayer, legal counsel for the police department, for review. He is awaiting a response. NEW BUSINESS Procedure for Dropping Off/Picking-Up Uniforms – Because there has been a problem with missing uniforms, each staff member is responsible for his/her own uniform. The graveyard officers should ask an officer to pick-up his/her uniforms in their behalf and not a cadet or CSO. Equipment – Kenny Galan purchased equipment from the Orange County Sheriff’s Relief Emporium which required a letter from El Camino Police Department. The letter was rejected because there was a question regarding the 15-day waiver period. Effective immediately, when an officer submits a letter to purchase equipment to the chief, the chief will do a California Driver’s License check, a want and warrant check, and a rap sheet check. If the reports show that nothing is outstanding, the chief will sign the letter and return it to the officer. The reports will be attached to the copy of the letter which will be placed in the officer’s department files. ROUND TABLE Jeff Lewis – Jeff is coordinating with the Los Angeles School Police Department information on the Street Knights regarding graffiti. Over the weekend El Camino College was tagged by this group. Erick Mendoza – The Communications Building being rekeyed. The District hired a new locksmith, Mr. Roy Dietz. Jan Caldwell – The department just received the just got biohazard kits for police unit. The kits will be placed in each police unit. Arlene Bautista – Arlene will be putting together a list of police department staff members who need new ID with Chief Trevis’ signature. Francisco Esqueda – El Camino Compton Center police officers need to submit an OffDuty Secondary Weapon Request form to the chief. The weapon must be inspected and signed-off by Officer Esqueda. Alternate Training Facility for Range Qualification – Ms. Umi Kim, the new owner of the alternate training facility, will accept an open purchase order. The cost is $16 per person. There is a concern as to whether the range can be set-up for other types of courses. Francisco will look into this. The meeting ended at 2:05 p.m.
