El Camino Police Department Division Council Meeting June 23, 2010 Present: Mike Trevis, Gary Robertson, Clauzell Stallworth, Jorge Cervantes, Jan Caldwell, Josh Armstrong, Erick Mendoza The meeting began at 1:33 p.m. The minutes of the May 19, 2010 meeting were approved as written. Old Business Status on Equipment for EC Compton Center PD Mike is waiting for Rocky to get back on the status of vests for EC Compton Center Police Department. We are also exploring other funding through the Federal 1033 Program. Through this program, the police department can obtain equipment that the federal government no longer needs. New Business POST Training Reimbursement Forms Sgt. Ott sent an email regarding the Commission on Peace Officer Standards and Training (POST) travel reimbursement form that is included in the training packet given to officers. POST sends law enforcement agencies a monthly Reimbursement Submission Report. During the past few months, the report showed “No Reimbursement was requested” on several courses attended by officers. The list includes the course and officer who attended it. When officers attend a POST certified training, the travel reimbursement form must be given to the trainer in order for the department to be reimbursed for the expenses. Officers should ensure that they give the form to the trainer. EC Compton Center PD Officers Need to Use Their Dept. Radios More Efficiently Compton officers need to be reminded to make use of prescribed department codes and practices such as proper use of On-scene Clear and unnecessary use of Code 4. Radio codes and radio identifiers are available on the G Drive on all ECCPD computer systems. Officers do not need to advise dispatch that they are 10-8 or 10-7 if they are loggingon/off an MDC as they will be logged on/off the system automatically when using the proper MDC commands. Compton service officers and cadets are reminded not to on-scene themselves on officer calls for safety reasons unless they are specifically requested by a supervisor or handling officer. We have had issues where a CSO or cadet has contacted the RP/victim and the CSO/cadet attempted to give a description. Then the officer(s) never made contact with the RP/victim to confirm the crime, only to find out several hours later that a crime had occurred, and the incident had to be reopened and reassigned. List of Items (3) from Tosh Tipton Range Facility – Does the police department have a range facility? Our department has a hold harmless agreement with Gardena Police Department which allows us to use their range. El Camino Police Department was issued a key to the range. We are allowed to use Gardena’s range during periods where it is not in conflict with others who use the range. Firearms Inspection – For clarification purposes, Tosh Tipton is the Range Master for El Camino and Oscar Zuniga is the Range Master for EC Compton Center. They are equal partners and will work as a team to meet the needs of both areas. Weapons should be inspected annually. Josh reported that the department is in the process of obtaining an asset tracking software program. Tosh has a record of department weapons and to whom they were issued. Once this information is inputted into the software program, it will allow Tosh to keep track of weapons inspections, etc. Patrol Officers – Officers should schedule court appearance dates 60 days from the date of the arrest. They should keep in mind any judicial holidays and court furlough days. Furlough days at Torrance court are the 3rd Wednesday of the month. Jan has a list showing the furlough days. She will give a copy to the chief. Demo Police Unit Unit 54 is back from South Bay Regional Public Communications. It has a new console, MDC mounts, equipment rack, and a video recording camera. It is almost identical to the way the new police units will be set-up. Officers should drive Unit 54 and get back to Josh as to whether the set-up meets the officers’ needs. The camera automatically goes on when the light bars are activated. The department will obtain a copy of the video camera policy and procedures from the Manhattan Beach Police Department. The chief is concerned about on-going maintenance of the camera. Construction Update Some people who represent the local Carpenter’s Union have been waving a banner in front of the Administration Building to express their disapproval that a subcontractor hired workers who are not union members. They banner waving is allowed provided they do not block anyone from coming on the campus. At the last board of trustees meeting, Bob Gann introduced the master plan for the college. The place projects work through 2020. The board of trustees adopted it. El Camino Compton Center – Signs regarding construction are posted, and grading is in progress. They are waiting for the final bid. Round Table Josh Armstrong – Officers/staff who bring their personal laptop to work should not unplug the phones for network connections. This triggers an alarm on ITS’s monitoring equipment. For those who bring their personal laptops, there is a network connection on the back of the phone that should be used, and you must provide your own network cable. As a reminder, the use of personal computer equipment on the department’s CLETS network is prohibited unless the computer has been certified by our department’s ITS. Arlene Bautista – There are extra laser sites in the chief’s closet. Tosh is authorized to inspect them and determine if they are still in working condition. If repairs need to be done, he should coordinate it with Arlene. George Cervantes – Is it possible to have an emergency phone outside the EC Compton Center police station? Currently there are infrastructure connectivity problems. Mike Trevis will discuss with Fred Sturner funding for an emergency phone. MDC’s on the west side of El Camino Compton Center lose their signal. An email should be sent to Josh to let him know which unit it is. Once he knows which unit has the problem, he will look into it. Josh reported that the department will be switching from a radio system to a cellular system. An automated email will be sent to officers when a watch commander rejects the report because of a problem in the completed report. Clauzell Stallworth – EC Compton Center police officers are still interested in working at the Torrance campus. Shooting Pins for Range Qualification – There is another range qualification scheduled in August. This will be discussed further as we approach the date. Gary Robertson – A Driver Awareness check point is scheduled for August 17, 2010. Additional equipment that requires specialized training is on an increase. Is there something that the department can do regarding mandatory training? Mike is hopeful that the Los Angeles Unified School District will be able to offer training. He will followup on this.
