Committee Reports

There were no committee reports.

Gary said the topic of the June 27 Area Council Meeting was the bond issue. Bob Gann had architectural renderings of what buildings will look like. Vic talked about pending budget cuts and the State budget.

There was also discussion on mandatory training hours to give more opportunities for classified employees, similar to flex hours available to faculty. It is suggested that the training be tied in to evaluations. Several Fiscal Services staff members have been involved in developing training from this area. Donna Manno will be preparing information to distribute.

Bond Election

At the Board meeting of July 15, there were a number of people from the community in favor of putting the bond on the ballot. Basically, from this point forward there will be a group of citizens, may be employees or not, to form a campaign committee to engage in activities to educate voters and encourage them to vote yes in November. ECC staff can be involved in educating the public and can discuss it during work hours. Employees cannot advocate a position on the bond but can inform. For home owners, there will be an assessment on property tax statements of approximately $19.84 per $100,000 of assessed value that would go to ECC over the next 25 years. The college would be authorized to sell bonds against this money. There will be a structure in place to sell bonds every three years over a 15-year period, and the College would draw against it for up to $394,000,000.

The College is prohibited from taking a stand on the bond. A committee will take care of the expenses, donations. etc. In addition to the bond, ECC will continue to work with the State for available funds and available matching funds for construction projects. A separate fund will be established for bond funds only. Brokerage firms have been contacted to market the bonds

Construction Update

Work on Crenshaw is not related to anything at the College. The MTA is moving its bus benches.

State Budget

The State budget is not yet adopted. This will have an impact on ECC because State apportionments are not coming to ECC as usual. The District has issued TRANs and will use some of it for operations until the State budget is passed.

District Budget

The 2001-02 books are being closed in preparation of fiscal year 2002-03.
