EL CAMINO COLLEGE Office of the Vice President-Academic Affairs SABBATICAL LEAVE COMMITTEE MINUTES 13 November 2003 Present: Dr. Fonte, Dr. Hata, Mr. Patterson, Dr. Rapp, Mr. Stanbury, Dean Way Also Present: Ms. Constantino APPROVAL OF MINUTES – 18 SEPTEMBER 2003 It was the consensus of the committee that the minutes of the 18 September 2003 meeting be approved as written. SABBATICAL LEAVE REPORT – BILL HEMMER Discussion was held regarding the Agreement (Article XIII, Section 10 – Report on Sabbatical) and the information distributed regarding submission of sabbatical leave report. After reviewing the report submitted by Professor Hemmer, the committee members agreed that the report would be returned with the request for Professor Hemmer to write a minimum of three pages discussing sabbatical activities in sufficient detail. DELAY OF SABBATICAL FROM 2003/2004 TO 2004/2005 – SUE ODA-OMORI Dr. Hata explained the delay of sabbatical from 2003/2004 to 2004/2005 for Sue Oda-Omori. Two counselors were awarded a sabbatical in 2003/2004 and in order to prevent a potential loss of student counseling appointments due to limited staff coverage, the dean recommended that the sabbatical be delayed. According to the Contract (Article XIII, Section 13), “…the Faculty Member(s) to be delayed shall be determined on the basis of the least service with the District and such delayed Faculty Member(s) shall have first priority in the subsequent year.” Therefore, Sue Oda-Omori receives first priority in 2004/2005. NUMBER OF SABBATICALS Dr. Hata reviewed that portion of the contract that covers the number of sabbaticals to be awarded and it was reported that two percent of 332 certificated members (includes Faculty, Faculty Coordinators, Counselors, Librarians, Athletic Director, and Nurses) equated to 6.64 sabbaticals. It was noted that the carryover fraction from 2003/04 (.65) and fractional sabbatical from 2004/2005 (.64) equated to an additional sabbatical for a total of seven traditional and seven half-pay sabbaticals. Since there were two or more unused half-pay sabbaticals, an additional traditional sabbatical was added. Total sabbaticals to be issued for 2004/2005 will be eight full-pay and seven half-pay sabbaticals. REVIEW OF SABBATICAL LEAVE OF ABSENCE APPLICATIONS – 2004/2005 Full-Pay Sabbaticals: Leonard Wapner Application for the writing of a textbook approved as written. Discussion was held regarding the publisher, A.K. Peters, LTD., because it is not listed in the Directory of Publishers, published by The National Association of College Stores, Oberlin, Ohio. Dean Way said that A.K. Peters is a reputable company in the electronics field and noted that it is also known for publishing textbooks for four-year universities. Marilyn Anderson Application for formal class work in pursuance of an advanced degree or to increase the applicant’s proficiency in the applicant’s teaching field approved as written. Dick Barton Application for the writing of computer software for instructional use approved as written. Robert Pielke Application for the writing of computer software for instructional use approved as written, pending clarification regarding who owns the copyright and how extensive is the revision. Dr. Rapp agreed to follow up. Phyllis West Application for formal class work in pursuance of an advanced degree or to increase the applicant’s proficiency in the applicant’s teaching field approved as written, pending receipt of a list of courses from which the applicant will select depending on course availability and scheduling. Ms. Constantino agreed to follow up. Timothy Miller Application for formal class work in pursuance of an advanced degree or to increase the applicant’s proficiency in the applicant’s teaching field approved as written, pending clarification of selection of courses. The committee did not think that the following courses would increase the applicant’s proficiency in the applicant’s teaching field: Philosophy of Religion, Comparative Religions, and Cults of America. Dr. Rapp agreed to follow up. Lutchminia Bilici Application for the writing of computer software for instructional use approved as written, pending clarification of the following: -- How extensive is the project? -- Proposal describes project as a “study.” Committee needs a clearer definition whether this is a study or the actual writing of software. -- It is possible that project will more appropriately fall under category F. -- Program may be designed to increase students’ proficiency and not the instructor’s. Dr. Rapp agreed to follow up. 2 Alternates: Deborah Weir (1st alternate) Committee members discussed the applicant’s proposal for a program of independent study and the following concerns/comments were noted: -- Proposal is well-supported by applicant’s department. -- Can the applicant commit Dwayne Hayden, a College employee, to videotape the project? -- The focus of the project will not increase the applicant’s proficiency but will benefit the students. Dr. Fonte agreed to discuss the concerns with the applicant and will also discuss the applicant’s second option of taking course work. Joseph Hyman (2nd alternate) Application for the writing of computer software for instructional use approved as written. Since there was a six-way tie for the third alternate position, a drawing will be held in the Office of the Vice President/Academic Affairs. When the third alternate is determined, the committee will review his/her proposal at the next meeting on Thursday, 20 November 2003. Half-Pay Sabbaticals: Stephen Lloyd Vincent Application for a program of independent study in the applicant’s teaching field other than formal class work approved a written. Joyce Dallal Mr. Patterson will contact applicant for a more specific description and detail of the digital images to be produced. Doug Glenn Application for a program of independent study in the applicant’s teaching field other than formal class work approved as written. Since a half-pay sabbatical can only be taken for one semester and Mr. Glenn has asked for a Full Year sabbatical, Dean Way will clarify whether he would prefer a Fall 2004 or Spring 2005 sabbatical. NEXT MEETING The next Sabbatical Leave Committee meeting was scheduled for Thursday, 20 November 2003, 12:30 p.m., in Adm 116. 3
