Speaker(s) Profile:
Chuck Bartlett, PE, AVS Project Principal. Chuck graduated from KState with a BS in Civil Engineering in 1986 and an MS in Civil
Engineering in 1988 and has over 25 years of civil engineering
experience. He is in charge of transportation design; civil site design;
storm water management; and water resources throughout Kansas.
He has led Benesch’s team as KDOT seeks to improve K-177, K-4
and US-50. He is an Associate Value Specialist and regularly
participates in value planning / engineering studies. In Kansas he led
KDOT’s Value Planning effort for K-14 in Rice and Reno Counties
and the City of Manhattan’s Value Planning related to the K-18 / K113 interchange. Chuck will lead and coordinate all efforts of the
Benesch team.
Chris Harker, PE, Bridge Design. Chris graduated from K-State with
a BS in Civil Engineering in 2001 and a MS in Structural

Engineering in 2004. Chris’s responsibilities include structural and
civil design, hydraulic assessments, load-rating analyses, cost

estimating, plan review, development of specifications and overall
project management. His design projects have included highway and

rural bridges, culverts, roadways, retaining walls and levees. Chris’s
 Alfred Benesh & Company bridge design experience ranges from large structures, such as K-23

construction observer, and will be a resource for KDOT throughout a

structure’s life cycle.

Bethany McDiffett, IE. Bethany graduated from K-State with a BS in
 KDOT-Calvin Reed
November 20- Assembly in Umberger 105 Civil Engineering in 2012 and has 3 years of civil engineering
experience. Bethany is responsible for traffic engineering,

construction observation, assistant construction administration and

design services on transportation projects. Her transportation
experience includes the KDOT K-177 Modernization project and the
City of Hays 41st Street Improvement project.

Dr. Asad Esmaeily

Dr. Esmaeily was born in Kerman, a south-central city in Iran,
where he finished his primary and high school, ranking first in Kerman
Province and second nationwide. He earned his BS and MS in civil
engineering from Tehran University. After graduation with his MS, he
worked for three years as the managing director of Kerman Regional
Water Authority with 10 offices and more than 2000 employees nationwide, affiliated to
ministry of energy. He also taught at Kerman Azad University, and worked as a senior
design engineer for a couple of years before starting his Ph.D. program.
He graduated with a Ph.D. in Structural Engineering from University of Southern
California (USC) in 2001. He also holds an MS in Structural Engineering and an MS in
Electrical Engineering from the same school, earned in 1998 and 2000 respectively. After
graduation he worked for Caltrans (California Department of Transportation) for close to
a year where he was engaged in the “San Francisco-Oakland Bay Bridge East Span
Seismic Safety project.”
Since joining the civil engineering department at KSU in August 2002, Dr.
Esmaeily has taught 14 different undergraduate and graduate courses like Statics, Statics
and Dynamics, Design of Reinforced Concrete Structures, Advanced Theory of
Reinforced Concrete, Structural Dynamics, Structural Analysis, and Design of Structures
under Dynamic Loads. He has published a number of teaching related papers and has
received James L. Hollis Memorial Award for Excellence in Undergraduate Teaching,
Myers-Alford Memorial Teaching Award, and CE outstanding teaching award for several
times.
His research interests include a wide range of topics within the structural area,
especially structural dynamics and earthquake resistant structures. At KSU, he has been
involved in some research programs related to reinforced concrete structures, such as
Post Tensioning Inverted T Girders, Time-dependent properties of SCC, Confined
Concrete Models and behavior, and Seismic Response of Bridge Piers under Various
Loading Scenarios, Thermal Effects on Integral Bridges, Optimal Algorithms for
Structural Damage Detection, and Development of a Simple Process for Strength
Evaluation of Bridges. He has developed a number of computer applications widely used
by educational, private and public institutes. He received the Pre-cast/Prestressed
Concrete Institute’s George D. Nasser Award in 2008. He served as the civil engineering
coordinator of a World Bank Project to rebuild the Kabul University College of
Engineering from 2006 to 2010.
He is an active/voting member of several professional societies such as ASCE,
ACI, ASEE, EMI, and technical committees like ASCE-ACI Committee 441 and ASCE
Experimental Analysis and Instrumentation (EA & I) Committee for which he has served
as chair, co-chair and control group member for several years. He is the associate editor
of the ASCE Journal of Bridge Engineering since 2008, and served as the guest editor for
the ASCE Journal of Engineering Mechanics special issue of innovative methods in
damage detection and wind engineering. Dr. Esmaeily has been the concrete canoe
advisor since 2002, and is currently serving as the faculty advisor for the ASCE student
chapter. He married his wonderful wife Shokouh in 1994, and they now have 2 sons,
Amir Elias, 18, born in Los Angeles, and Daniel, 11, born in Manhattan, and a daughter,
Shokoufa, 4, born in Manhattan.

Scholarships

Wichita Branch ASCE Scholarship
The Wichita Branch R. Spencer Delamater, P.E. Scholarship was established in 1999 for
the purpose of inspiring civil engineering students to high achievement in both academic
and leadership development. The $1,000 scholarship for the Spring 2014 semester is
available to a Kansas State University or a University of Kansas civil engineering junior
or senior from the 37 county area the Wichita Branch serves.
