ADMINISTRATIVE PROCEDURE MANUAL SECTION TITLE NUMBER PAGE SECURITY AND CONTROL OF COLLEGE OWNED FIREARMS AND AMMUNITION 04-1104 1 OF 4 BASED ON BOARD OF TRUSTEES’ RULE AND TITLE DATE ADOPTED 6Hx7-4.12 Property October 12, 2012 PURPOSE To establish procedures and requirements for maintaining accountability, transportation and control of all College owned firearms and ammunition for all programs requiring firearms training. The control and security of firearms and ammunition is essential to safeguard against the risk exposure of potential theft, misuse or criminal misconduct. PROCEDURE These procedures apply to all full-time, part-time, and adjunct employees, as well as any authorized contract personnel acting on behalf of the College. All personnel, including designees, who possess or control College owned firearms will have written authorization from the Law Enforcement Training Program Manager and will have passed a criminal background check. Appropriate administrative authority is defined throughout this APM as dean, director, instructional program manager or program manager. The appropriate administrative authority or designee will be responsible for completion of documentation, inventory and control of College owned firearms and ammunition to ensure the exact location of firearms and ammunition is known at all times, and shall assure that “two-person integrity” is maintained any time firearms or ammunition is removed from an authorized storage location. A listing of authorized storage locations and personnel authorized to remove or transport firearms and conduct inventories will be maintained by the appropriate administrative authority or designee. A. Firearms Inventory All firearms will be barcoded and recorded in the College property system regardless of value. All firearms will be inventoried no less than annually by the College inventory team in cooperation with the department administrator or designee. An inventory sheet will be maintained of all firearms by the appropriate administrative authority or designee to include name, model and serial number. Two authorized personnel will conduct a physical inventory by serial number of all assigned firearms at all authorized locations on a monthly basis. All firearms not available for inventory, i.e. returned to the manufacturer for reconditioning or repair, should be documented on the inventory sheet, as well as being marked as “checked out” to the repair facility in the property system. B. Firearms Control From the time of removal from storage to the time of return to storage, a strict written chain-of-custody of all College owned firearms will be maintained that documents that “two-person integrity” is maintained at all transfers between all full-time, part-time, and adjunct employees, as well as any authorized contract personnel acting on behalf of the College. Firearms can only be removed from storage by two authorized personnel and will be removed for training, maintenance, repair or other authorized purposes as deemed appropriate by the administrative authority or designee. Where possible, all firearms will be returned to their authorized storage location following the completion of training each day and checked backed in by two authorized employees. College owned firearms will only be handled and used by authorized instructors, range and armory personnel, or other authorized personnel and students assigned to the course of instruction under strict supervision of staff as approved by the administrative authority or designee. The control of firearms will be accomplished by the use of a College Firearms Control Logbook (using the appropriate electronic software) to be maintained at each approved storage location. The Firearms Control Logbook will document the type, serial number, date and time in and out and the electronic signatures of both authorized personnel obtaining or releasing custody of each firearm. C. Ammunition Inventory and Control A strict written chain-of-custody for ammunition will be maintained at all times when removed from authorized storage locations. The control and responsibility of ammunition is vested in the administrative authority or designee who removes ammunition from storage. Ammunition can only be removed from storage by two authorized personnel and will be removed for authorized training purposes only. All unused ammunition will be returned to the authorized storage location where possible following the completion of training each day. The control of ammunition will be accomplished by the use of a College Ammunition Control Logbook (using the appropriate electronic software) to be maintained at each authorized storage location. The Ammunition Control Logbook will be annotated to document all receipts and expenditures for each type of ammunition to include a running balance of ammunition inventory on hand. Removal and return of ammunition from the authorized storage location will require the electronic signatures of two authorized personnel. Two authorized personnel will verify Ammunition Control Logbook entries by conducting a physical inventory of all ammunition no less than on a monthly basis and record the inventory completion in the logbook. D. Authorized Storage Locations All College owned firearms will be stored at an approved storage location. The majority of College owned firearms and ammunition will be stored within the College owned conex boxes at the Jacksonville Sheriff’s Office (JSO) Montgomery Correctional Institute shooting range or other authorized storage location as deemed necessary by the appropriate administrative authority . Other authorized storage locations require the approval of the administrative authority or designee documenting that the building and room meets security requirements. Firearms stored at any authorized storage location will be stored in a lockable gun safe. Transportation of Firearms and Ammunition Transportation of firearms checked out from an authorized storage location to a different instructional location will comply with the following procedural requirements: Transportation of firearms on both in-state and intra-state roads will be by only authorized employees and will be securely encased as defined by Florida Statute 790.001 and at a minimum comply with 18 USC, Part I, Chapter 44, Section 926A – Interstate Transportation of Firearms. The authorized employees will at all times carry a letter (updated no less than annually) that is signed by the Vice President of Military, Public Safety and Security, dean or director that authorizes the employee by name to transport the “specific” serial numbered firearms or ammunition to serve as authorization to local, state and federal authorities who may inspect the vehicle of the employee. While being transported the firearms shall be in a locked gun case. When training classes are exported to locations beyond the capability to be transported by College personnel, the required firearms and ammunition will be shipped by registered U. S. carrier. These shipments must meet appropriate regulatory requirements, as well as College control requirements to include “two-person integrity” at all transfers between all full-time, part-time, and adjunct employees, as well as any authorized contract personnel acting on behalf of the College.
