The purpose of this procedure is to outline the process for the employment of student workers at Florida State College at Jacksonville. B. Student workers are engaged to supplement the regular workforce of the College by assisting with routine work or serving in a technical capacity as lab tutors or peer helpers. The assignment of student workers provides part-time work opportunities to students who are in need of such earnings to attend college and applicable work experience related to the program of study. C. Expanded policies and procedures for the administration of the Title IV financial aid programs are contained within documents in the financial aid office. Policies, procedures and processes are also available to the College community on the web site, in the catalog and in other venues as required and as appropriate. Procedure A. Determining Needs 1. Each Campus President shall identify a designated student employment leader. The designated student employment leader on each campus will conduct a survey of his or her campus (including centers affiliated with the campus) to determine the need for student workers. The survey will be conducted and concluded in March of each year. The Downtown Campus survey will include district administrative departments of the college administration building (AO) and the Main Street Building. The campus president will certify and prioritize the student worker needs revealed in the survey for his or her campus. 2. The designated student employment leader on each campus will endeavor to fill requests with eligible students after completion of the survey, allocation of student assistant and work study funds and verification of eligibility for Federal Work Study jobs. Eligibility determination for all federal student workers will include the completion of a FAFSA, (Free Application for Federal Student Aid), completion of a Student Employment Application to include responding to a background questionnaire and enrollment in at least one (1) eligible credit hour at the time of employment and meeting all other eligibility requirements for federal aid. Students will normally work a minimum of 10 hours per week to a maximum of 20 hours per week, but this may be adjusted based on eligibility for financial assistance and fund availability. Student workers not receiving federal aid must be enrolled in a minimum of six (6) credit hours to receive college funds. 3. Departments should make every effort to train students for required job tasks. 4. A student cannot work at two different campuses/centers during the same semester. Departments may request that students be reassigned if work performance is unsatisfactory. Under no circumstances may a student employee work more than twenty-eight (28) hours per work week. 5. It is prohibited to be simultaneously employed as a Student Worker and any other type of paid College employee. B. Federal Work Study Program (FWS) (formerly titled College Work Study) 1. Student workers will be selected for FWS jobs on the basis of: a. Student's financial need b. Student's desire and ability to work c. Demonstrated campus or departmental need 2. The Financial Aid Office will make the determination as to whether the student is eligible for FWS funding. C. Student Assistant Program 1. Cabinet members will recommend a level of funding for the Student Assistant Program through the budgetary process for each major administrative unit to the College President for approval. 2. Student Assistants will be selected upon application to the Campus Admissions and Financial Aid Office and after interview and recommendation for employment by a user office. Faculty and staff can recommend students for Student Assistant positions. 3. Priorities for the assignment of Student Assistants are as follows: a. Laboratory assistants b. Peer helpers or master students c. Technical or clerical assistance work d. Other work assignments which can be justified as not possible to fill from the pool of FWS students. 4. In the case of both FWS and Student Assistant Program workers, it shall be the responsibility of the supervising administrator of the unit to ensure that work is assigned and monitored so as to ensure that student workers maintain confidentiality should an assignment provide access to confidential information. 5. All student workers are required to sign a Confidentiality Agreement and supervisors may not allow student workers to access any information via another employee account.
