Purpose

The purpose of this procedure is to outline the procedure for the selection of full-time and regular parttime career personnel in accordance with Equal Employment Opportunity Commission Guidelines, the

College Affirmative Action Plan and approved College procedures.

Procedure

A.

Announcing the Vacancy

1.

Refer to APM 03-0301, Advertisement and Recruitment, for position vacancy approval, advertisement and recruitment procedures.

B.

Receiving Applications

1.

Interested candidates must apply online via the College’s web-based application system by the advertised closing date. After the closing date, a Human Resources representative will review and forward the applications of qualified candidates meeting the minimum qualifications to the supervising administrator.

C.

Search Committee

1.

For positions in Pay Grade 14 and above, the administrator appoints a screening committee of a minimum of three (3) members ensuring a representative mixture of staff who relate in some way to the position. In exceptional situations, supervising administrator may recommend the appointment of up to but no more than one-third of the Search Committee with members who are not full-time College Employees.

2.

For positions in Pay Grades 1-13, the administrator has the option of appointing a screening committee or performing the search process personally.

3.

When a search committee is used in the selection process, the supervising administrator appoints the chairperson of the search committee and develops, with input from the chairperson and the committee, the guidelines and criteria to be used by the committee in the search process. The search committee chairperson will be provided an electronic version of the Search Committee

Handbook, a copy of this APM, an exemplar of an applicant rating matrix and sample interview questions. Human Resources personnel will be available to meet with the search committee to answer questions and provide assistance.

Recommendation to Interview

1.

The search committee reviews all applications using the guidelines and criteria developed and recommends to the hiring administrator a list of persons to be considered for interview.

2.

The supervising administrator, with the assistance of the search committee chairperson, is responsible for preparing the schedule for the applicant interviews. Applicant reference checks will be completed prior to scheduling on-site interviews for candidates.

3.

The supervising administrator, when an out-of-town applicant is to be interviewed, will prepare and submit to the Vice President, Campus President or College President a Recruitment

Reimbursement Request form for each applicant to be interviewed. Travel reimbursements related to the recruitment of full-time career personnel in Pay Grades 1-13 will be paid from budget accounts of the cognizant Vice President, Campus President or the College President.

4.

Travel reimbursements for selected applicants for full-time career personnel in Pay Grades 14 and above may be obtained by following the reimbursement procedures outlined in APM 04-1001.

E.

Recommendation for Employment

1.

The supervising administrator, or designee, conducts comprehensive reference checks on each finalist candidate. Candidates may be eliminated from the finalist pool on the basis of reference information obtained. The supervising administrator makes the final recommendations for employment from those persons interviewed and forwards the Recommendation to Hire form to the

Office of Human Resources. The offer is contingent on the results of a criminal history records review and the approved drug screen (if applicable to the position).

2.

Part-time employees are not required to attend Onboarding. The supervising administrator assumes the responsibility for ensuring the employee is informed of all relevant College rules, procedures and programs.

3.

At the conclusion of the search process, the supervising administrator will notify all applicants who were interviewed that a selection has been made. The administrator may notify applicants who were not interviewed that a selection has been made. Notification to these applicants is in writing and within ten (10) workdays after the final decision has been made.

4.

The Office of Human Resources maintains the file of record of the screening process for a minimum of four anniversary years after conclusion of the interview/search process.
