PROCEDURE Generally, actions taken by the Board are based upon the advice, counsel and recommendation of the President. It is, however, the responsibility of individual Board members to initiate any action deemed necessary or in the best interest of the College should the President fail to make an appropriate recommendation. In meeting this responsibility the individual member may request that the Board direct the President to initiate a recommendation or the member may initiate the recommendation directly. When the recommendation is initiated directly, a copy shall be provided to the Office of the College President for inclusion in the agenda of the next regular meeting of the Board. It is the responsibility of the Office of the College President to insure that the recommendation is properly advertised and posted in accordance with the requirements of the Administrative Procedures Act and all applicable laws. All time requirements of this legislative act apply unless the action is deemed to be of an emergency nature. The paragraph relating to justification and confirming actions apply to Board initiated actions.
