Proposal from Council on Research on Review Procedures for Centers, Institutes, or Labs Proposals for the creation of new research centers, institutes, or specialized labs will be evaluated initially by the Council on Research (COR). For proposals that are approved, COR will make a recommendation to the Senate Executive Committee (SEC) about whether to refer them to the University Planning and Policy Council (UPC) for further review to consider the impact on University organization and resource allocation. If COR and SEC concur that the approved proposals do not entail a significant impact on University organization and resource allocation, the recommendation of COR will be transmitted to the VP for Research. If either COR or SEC determines that the approved proposals do entail a significant impact on University organization and resource allocation, these proposals will be referred to UPC. UPC shall make recommendations regarding such proposals to the Senate, which shall review them prior to their decision.
