BOG Fee Waiver – Impact of New Regulations: The new BOG Fee Waiver (BOGFW) regulations change the criteria on maintaining eligibility. The report highlights the impact in terms of students that will lose their BOGFW status. The regulation changes would affect students on second semester probation or students who have exceeded 100 units at a specific college. In a worst case scenario, the implications in terms of FTES would result in a loss of 1,020 FTES for ECC and 329 FTES for CEC. The new regulations take effect beginning fall 2016. In order to prepare for this, the college must implement the SSSP Plan and an efficient early alert system that is compatible with Datatel and facilitates the intervention process. Faculty engagement and instructor intervention will be crucial. Workshops and meetings will be scheduled to better organize and inform faculty and administrators of the intervention process. Counseling focuses primarily on probation level 2 students, however, a majority of the focus should be on probation level 1 students so an intervention plan can be implemented before the student reaches level 2. It is critical that students are well informed that they will lose their BOGFW if they reach probation level 2. There will be an informational campaign to address this. A narrative regarding the BOGFW data should be created to highlight the significance of these regulation changes. The success of the SSSP Plan and the early alert system will depend on the role of faculty, however, most faculty are unprepared and unaware of the upcoming changes. SSAC must start strategizing and conceptualizing how to raise awareness amongst faculty and students. A concern amongst faculty is how the SSSP Plan will be implemented in a way where students receive needed services and faculty are not inundated with additional work. The number of college ready students has decreased as more high school students are entering college underprepared. This suggests there will be more students who reach probation level 2 status and lose their ability to attend college due to enrollment fees. One of the conclusions that can be made is that enrollment will trend downwards. 1 I. Graff will present the BOGFW data to the Academic Senate. B. Ellucian Pilot Debrief: Ellucian Pilot is built on the Microsoft Dynamics platform. Once an early alert system is chosen, the college will need to establish the workflow, triggers, recipients of the alert, method of communication, etc. The college will need to build in these areas as they will be specific to ECC/CEC and will need to be customized to meet our standards. There are many different triggers that should be taken into consideration, like absenteeism, which would suggest that attendance must be entered by faculty. Student Success was enacted two years ago and colleges are now being held to a higher level of standard than before. The user groups for the early alert system should include faculty, counselors, student services, institutional research, and all administrators. A user group summit will be scheduled for January 2015 to start identifying what must be accomplished in order to have an effective early alert system. Once the system is established, the marketing department will assist in communicating this information to the college while emphasizing the importance of the system. Much dialogue with Deans, faculty and students will be needed to discuss why an early alert system is needed and its significance. A GradesFirst early alert system demonstration will be scheduled.
