Purpose
This unit standard is for people working as corrections officers in a prison and
covers the coordination of prisoner escorts.
People credited with this unit standard are able to:
–
identify prison escort requirements; and
–
plan and coordinate prisoner escorts.

Performance in relation to the elements and performance criteria must comply with
current legislation, policies, and procedures, including:

Crimes Act 1961;
Crimes of Torture Act 1989;
Criminal Justice Act 1985;
Health and Safety in Employment Act 1992;
New Zealand Bill of Rights Act 1990;
Privacy Act 1993;
other related Acts and regulations and their subsequent amendments or
replacements.

Reference to terms, procedures and specifications in this unit standard includes
documented procedures and specifications relevant to the workplace in which
assessment is carried out.

All work practices shall meet documented enterprise quality management
requirements, including the documentation of activities, events, and decisions.

This unit standard includes all escorted outings.

This unit standard excludes prisoner transfers from one prison to another.

Assessment should be against the documented national policies and procedures and
prison specific procedures.
Elements and performance criteria
Element 1
Identify prison escort requirements.
Range
route sheet, established policy and procedure, escort equipment requirements,
escort type, cultural requirements, liaison requirements which include police,
transport authorities, family, mode of transport, accommodation, escort
coordinator, staff.
Performance criteria
1.1
Escort requirements are identified, collected and analysed in accordance with
established procedures.
Range
1.2
Internal personnel required for the escort are contacted and advised of the
escort in accordance with established procedures.

1.3

Specific escort requirements are identified in accordance with established
procedures.

Element 2
Plan and coordinate prisoner escorts.
Range
route sheet, established policy and procedures, staff requirement, vehicles,
approvals to escort, travel and accommodation bookings, prisoner clothing,
escort costs, escort staff, prisoner receipt documentation, prisoner identification,
prisoner classification, muster control, Receiving Officer.
Performance criteria
2.1
Escort requirements are coordinated through the receiving office which confirms
prisoner identity, provides prisoner clothing, and confirms escort authorisations
in accordance with established procedures.
2.2
Prisoner and staff travel arrangements are confirmed in accordance with
national operating procedures and specific instructions.
2.3
Recorded information is complete, concise, accurate, and legible.
2.4
Escort plan is produced and provided to required personnel in accordance with
established operating procedures and time frames.
2.5
Changes to escort plan are made in accordance with established operating
procedures.
Please note
Providers must be accredited by the Qualifications Authority, or an inter-institutional body
with delegated authority for quality assurance, before they can report credits from
assessment against unit standards or deliver courses of study leading to that assessment.
Industry Training Organisations must be accredited by the Qualifications Authority before
they can register credits from assessment against unit standards.
Accredited providers and Industry Training Organisations assessing against unit standards
must engage with the moderation system that applies to those standards.
Accreditation requirements and an outline of the moderation system that applies to this
standard are outlined in the Accreditation and Moderation Action Plan (AMAP). The
AMAP also includes useful information about special requirements for organisations
wishing to develop education and training programmes, such as minimum qualifications for
tutors and assessors, and special resource requirements.
