People credited with this unit standard are able to: analyse the design documents for a subdivision requiring resource consent; establish options for compliance with district plan requirements; prepare a resource consent application report; and present a resource consent application. Infrastructure ITO SSB Code 101813 New Zealand Qualifications Authority 2016 NZQA Expiring unit standard 23871 version 2 Page 2 of 4 2 In order to achieve competency in this unit standard, the resource consent prepared should encompass the level of effects normally encountered in a small infill subdivision involving civil engineering works, or a small greenfield subdivision of four to ten lots involving civil engineering works. 3 Definition Workplace procedures refer to documented procedures specific to an enterprise which set out the quality management requirements for the business practice and activities of that enterprise. Outcomes and evidence requirements Outcome 1 Analyse the design documents for a subdivision requiring resource consent. Range documents include but are not limited to – subdivision consent plans, land use development plans, civil engineering design plans, specialist reports; specialist reports may include but are not limited to – tree, foundations, flooding, contamination, landscape, archaeology; evidence is required of at least two specialist reports. Evidence requirements 1.1 Design documents are analysed in accordance with the rules of the relevant district plan. 1.2 The analysis identifies and quantifies infringements in relation to the rules of the relevant district plan. 1.3 The analysis determines public notification requirements in accordance with ss 93 and 94 Resource Management Act. 1.4 The analysis assesses the design documents in relation to a site inspection. Outcome 2 Establish options for compliance with district plan requirements. Evidence requirements 2.1 Options for design modifications and, where necessary, variations are established in accordance with workplace procedures. 2.2 Options for public consultation with affected parties are established in accordance with workplace procedures. Evidence requirements 3.1 A detailed design report is prepared in accordance with workplace procedures. 3.2 The report evaluates the design against all the rules of the district plan. 3.3 The application is prepared in accordance with s 88 Resource Management Act. Outcome 4 Prepare an environmental impact assessment for the resource consent. Evidence requirements 4.1 The assessment is prepared in accordance with s 104 Resource Management Act. 4.2 The assessment is prepared in accordance with the applicable assessment criteria of the district plan. Outcome 5 Present a resource consent application. Range present to – a client, a consent authority. Evidence requirements 5.1 The content of the application meets the requirements of the district plan. 5.2 The application is presented in accordance with workplace procedures. Replacement information This unit standard and unit standard 11152 have been replaced by unit standard 29410. This unit standard is expiring. Assessment against the standard must take place by the last date for assessment set out below.
