People awarded credit in this unit standard are able to
demonstrate knowledge of te tino rangatiratanga and
kawanatanga of the Treaty of Waitangi, and are able to
demonstrate knowledge of how to apply the articles of
the Treaty of Waitangi to social services. They are able
to apply this knowledge to the context of assessment
for this unit standard (for further clarification, please
refer to Unit 7927, Demonstrate knowledge of the
application of the Treaty of Waitangi in the social
services).

Pacific Island refers primarily to the main island groups
represented in New Zealand, namely Samoan, Tongan,
Cook Island, Niuean, Tokelauan, Fijian, Tuvaluan,
Solomon Islands, Kiribati.

Participants is used as a generic term to denote people
from user groups of Pacific Island social services, who
may be individuals, couples, families, or groups.

Characteristics and needs of participants may be
physical, spiritual, cultural, and mental. Characteristics
and needs include: age and stage of development,
customs, disability, gender, health status, language,
sexual orientation, and needs for physical comfort,
safety, privacy, and religious adherence.

Sources of information may include but are not limited
to: Citizen's Advice Bureaux, community houses,
libraries, social services directories, Pacific Island and
other social services networks, service provider
information databases and directories, legislation,
telephone directories, advertisements, promotional
materials, pamphlets, videos, community networks,
elders, oral traditions and customs, and community
social activities.

Generic and specific needs for Pacific Island social
services may include cultural, physical, spiritual, or
mental needs, and include but are not limited to:
alternative care, ageing, career guidance and
employment,
criminal
justice,
cultural
needs,
disabilities, economic development, education, finance
and income support, gender issues, grief and loss,
housing, human rights, infertility and pregnancy, legal
issues, physical and mental health, recreation,
sexuality, alcohol and drug issues, violence and abuse,
youth issues, religion.

All communications with participants are treated
confidentially. The scope and limits of confidentiality
are defined through negotiation, and informed consent
of participants, and criteria established by legislation,
ethical practice, and organisational guidelines. In the
context of this unit standard, sources of criteria
established by legislation, ethical practice, and
organisational guidelines include but are not limited to:
Official Information Act 1982, Privacy Act 1993, service
provider codes of conduct, codes of practice issued by
the Privacy Commissioner, Pacific Island social service
codes of ethics, and organisational guidelines,
protocols, staff manuals, strategic plans, kaupapa.

Pacific Island social service workers include but are not
limited to: community workers, counsellors, social
workers, youth workers, and others who deliver Pacific
Island social services, whether paid or unpaid.

Assistance enables the participant to select Pacific Island social services to be
accessed according to the identified strengths, needs, and culture of the
participant.

values; emotional, physical, and spiritual strengths; family or
whānau support; existing assets and financial resources;
needs - may include but are not limited to: generic and specific
social service needs, need to be accompanied in accessing social
services, need to be supported in accessing social services,
advocacy needs, brokerage needs, information needs, referral
needs.
Methods used to assist the participant to access Pacific Island social services
encourage participant self-determination and independence from the social
service worker and service provider.
Range:
methods - may include but are not limited to: advocacy;
brokerage; provision of social services information; verbal or
written referral to social services; access on behalf of participant;
skill sharing and rehearsal to enable participant to access social
services; translation services; assistance with language skills of
participant;
evidence is required of three of the range.

Accessed Pacific Island social services are evaluated in terms of their response
to the participant and participant feedback.

communications with participant.
