New Zealand Qualifications Authority 2016 17115 28-Jun-16 2 of 8 PACIFIC ISLAND SOCIAL SERVICES Identify and access Pacific Island social services in the community 2 Pacific Island refers primarily to the main island groups represented in New Zealand, namely Samoan, Tongan, Cook Island, Niuean, Tokelauan, Fijian, Tuvaluan, Solomon Islands, Kiribati. 3 Participants is used as a generic term to denote people from user groups of Pacific Island social services, who may be individuals, couples, families, or groups. 4 Characteristics and needs of participants may be physical, spiritual, cultural, and mental. Characteristics and needs include: age and stage of development, customs, disability, gender, health status, language, sexual orientation, and needs for physical comfort, safety, privacy, and religious adherence. 5 Sources of information may include but are not limited to: Citizen's Advice Bureaux, community houses, libraries, social services directories, Pacific Island and other social services networks, service provider information databases and directories, legislation, telephone directories, advertisements, promotional materials, pamphlets, videos, community networks, elders, oral traditions and customs, and community social activities. New Zealand Qualifications Authority 2016 17115 28-Jun-16 3 of 8 PACIFIC ISLAND SOCIAL SERVICES Identify and access Pacific Island social services in the community 6 Generic and specific needs for Pacific Island social services may include cultural, physical, spiritual, or mental needs, and include but are not limited to: alternative care, ageing, career guidance and employment, criminal justice, cultural needs, disabilities, economic development, education, finance and income support, gender issues, grief and loss, housing, human rights, infertility and pregnancy, legal issues, physical and mental health, recreation, sexuality, alcohol and drug issues, violence and abuse, youth issues, religion. 7 All communications with participants are treated confidentially. The scope and limits of confidentiality are defined through negotiation, and informed consent of participants, and criteria established by legislation, ethical practice, and organisational guidelines. In the context of this unit standard, sources of criteria established by legislation, ethical practice, and organisational guidelines include but are not limited to: Official Information Act 1982, Privacy Act 1993, service provider codes of conduct, codes of practice issued by the Privacy Commissioner, Pacific Island social service codes of ethics, and organisational guidelines, protocols, staff manuals, strategic plans, kaupapa. 8 Pacific Island social service workers include but are not limited to: community workers, counsellors, social workers, youth workers, and others who deliver Pacific Island social services, whether paid or unpaid. Elements and Performance Criteria element 1 Identify Pacific Island social services available in the community. performance criteria 1.1 Agencies and organisations that provide Pacific Island social services in the community are identified from a range of sources of information. Range: 1.2 range of sources of information - evidence is required of five sources of information. Pacific Island social service providers in the community are identified from the major categories of service providers. Range: major categories of service providers - government, private, voluntary, cultural, church; evidence is required of one service provider for each of the range. Range: 1.4 service provision for generic and specific needs for Pacific Island social services - evidence is required of service provision for generic and specific needs by each of the Pacific Island social service providers identified for performance criterion 1.2. Information obtained on Pacific Island social service providers identifies the accessibility and availability of Pacific Island social services in the community. Range: mission statements, stated aims, policies, philosophy, codes of ethics, range of services, nature of services, funding, eligibility criteria, target populations, physical access, sponsorship; evidence is required of two of the range for each of the Pacific Island social service providers identified for performance criterion 1.2. Range: 2.2 strengths - may include but are not limited to: knowledge; skills; values; emotional, physical, and spiritual strengths; family or whānau support; existing assets and financial resources; needs - may include but are not limited to: generic and specific social service needs, need to be accompanied in accessing social services, need to be supported in accessing social services, advocacy needs, brokerage needs, information needs, referral needs. Methods used to assist the participant to access Pacific Island social services encourage participant self-determination and independence from the social service worker and service provider. Range: methods - may include but are not limited to: advocacy; brokerage; provision of social services information; verbal or written referral to social services; access on behalf of participant; skill sharing and rehearsal to enable participant to access social services; translation services; assistance with language skills of participant; evidence is required of three of the range. Range: 2.4 response - welcome, respect, affirmation, and support of participant; attention to physical comfort, safety, and privacy of participant; response to generic and specific needs; response to characteristics of participant; use of language in verbal and written communications with participant. The responses of accessed Pacific Island social services are evaluated against their identified accessibility and availability. Range: mission statements, stated aims, policies, philosophy, codes of ethics, range of services, nature of services, funding, eligibility criteria, target populations, physical access, participant feedback; evidence is required in relation to two of the range for the accessed Pacific Island social services.
