Purpose
People credited with this unit standard are able to: describe
and implement protocols of social interactions relating to young
children; communicate with Niuean community elders
(ulumotua); describe Niuean code of dress, and dress in
traditional Niuean costumes for occasions; and coordinate the
preparation of cultural practices for ceremonies in a Niuean
early childhood service.

Definitions
A Niuean early childhood service is a culture specific centre responsible for all
aspects of the child’s development.
Service may include but is not limited to – early childhood centres, home based early
childhood educational programmes.
Protocols are procedures and experiences which reflect traditional and cultural
practices.

procedures, standards, and requirements of the organisation involved, and with the
following:
Children, Young Persons, and their Families Act 1989;
Education Act 1989;
Human Rights Act 1993;
Privacy Act 1993;
Education (Early Childhood Centres) Regulations 1998;
Education (Early Childhood Services) Regulations 2008;
Education (Home-Based Care) Order 1992.

Evidence requirements
2.1
Description of communication is in relation to the ranking of the community
ulumotua.
2.2
Communication with community ulumotua uses oratory speeches appropriate
for the occasion.
2.3
Communication with community ulumotua uses oratory speeches which reflect
knowledge of staff and community ulumotua.

a si’i, welcoming visitors.

4.1
Coordination of preparation is in accordance with the protocols appropriate to
each cultural ceremony.
4.2
Coordination of preparation is appropriate to the traditional and tagoa in relation
to each cultural ceremony.

before they can report credits from assessment against unit standards or deliver courses
of study leading to that assessment.
Industry Training Organisations must be granted consent to assess against standards by
NZQA before they can register credits from assessment against unit standards.
Providers and Industry Training Organisations, which have been granted consent and

applies to those standards.
