People credited with this unit standard are able to: select a full pipe water measurement system; prepare for, and oversee installation of full pipe water measurement system; and commission the full pipe water measurement system, and complete a full pipe water measurement system installation report Classification Water Industry > Irrigation Available grade Achieved Explanatory notes 1 Legislation, regulations, and guidelines relevant to this unit standard include but are not limited to - Health Act 1956, Health and Safety in Employment Act 1992, Building Act 2004, Resource Management Act 1991, Electricity Regulations 1997, Electricity Act 1992, Resource Management (Measurement and Reporting of Water Takes) Regulations 2010 (referred to as the Regulations), Regional council or unitary authority Water Take and Use resource consent requirements. The Regulations were established to provide a tool to aid in the planning, monitoring, and management of New Zealand’s water resources. All holders of water permits (except for non-consumptive takes) that allow fresh water to be taken at a rate of 5 litres per second (L/s) or greater must comply with the requirements of the Regulations. Headworks – the structure at the head of the system that contains the service water meter. Relevant regional council - the regional council or unitary authority that granted the water permit. 4 The water meter selected must be supplied by a manufacturer who is certified as compliant with ISO 9001 – Quality Management Systems. 5 A full-pipe water measurement system is a system for the measurement of the quantity of water flowing in a closed pipe or conduit that is full of water (pressurised) when it is conveying water. Different water measurement systems are used for partially full-pipe and open channel scenarios, but these are not covered by this unit standard. Outcomes and evidence requirements Outcome 1 Select a full pipe water measurement system. Range accuracy, display, data logging, power source, security, labelling, element protection, materials, water quality, and water quantity. Evidence requirements 1.1 The full pipe water measurement system is selected in accordance with the legislation, regulations and guidelines, relevant regional council requirements, and specific permit conditions. Outcome 2 Prepare for, and oversee installation of full pipe water measurement system. Range flow disturbances, manufacturer’s requirements, water meter. Evidence requirements 2.1 The water meter components are selected and checked, and their configurations installed and confirmed to minimise flow disturbances in accordance with site requirements and Irrigation NZ Guidelines. 2.2 The water measurement system is installed and the location checked for consistency with the legislation, regulations, and guidelines. 2.3 Post-installation site reinstatement is carried out and checked to ensure the water measurement system is not compromised in accordance with operation and accuracy. Evidence requirements 3.1 The full pipe water measurement system is commissioned in accordance with relevant legislation, regulations, and guidelines. 3.2 A full pipe water measurement system installation report is completed and submitted to the relevant regional council in accordance with relevant legislation, regulations, and guidelines.
