People credited with this unit standard are able to: demonstrate
knowledge of SCUBA cylinder periodic inspection and testing;
and conduct SCUBA cylinder hydrostatic tests.

Explanatory notes
1
Industry technical and safety criteria refers to the candidate performance being
carried out in accordance with the Hazardous Substances (Compressed Gases)
Regulations 2004 and code(s) of practice approved by the Environmental Protection
Authority (EPA) pursuant to sections 78 and 79 of the Hazardous Substances and
New Organisms Act 1996.

All testing operations must comply with the requirements of the Health and Safety in
Employment Act 1992, the Health and Safety in Employment Regulations 1995, the
Accident Compensation Act 2001, the Hazardous Substances (Compressed Gases)
Regulations 2004, AS 2337.1:2004 Gas cylinder test stations – General
requirements, inspection and tests – Gas cylinders, Hazardous Substances and New
Organisms Act 1996, and the EPA Guide to Gas Cylinders 2013.

Sufficiency for this unit standard requires the hydrostatic testing of a minimum of
three SCUBA cylinders of differing specifications. Of the three cylinders a minimum
of one must be constructed of steel and a minimum of one must be constructed of
aluminium.

Inspections may only be carried out at approved EPA accredited testing stations.

Whilst conducting hydrostatic cylinder tests the candidate must be supervised by a
periodic tester approved as a test certifier by the EPA. The approved periodic tester
is the only person who can issue a periodic test certificate for each cylinder
subsequent to the candidate’s assessment.

Evidence requirements

SCUBA cylinder hydrostatic testing regulations are described in accordance
with industry technical and safety criteria.

Hazardous Substances (Compressed Gases) Regulations 2004,
Hazardous Substances and New Organisms Act 1996, EPA Guide
to Gas Cylinders 2013, EPA approval as an independent tester,
legislative responsibilities as a periodic tester.
SCUBA cylinder hydrostatic testing procedures are described in accordance
with industry technical and safety criteria and organisational requirements.

external examination in accordance with AS 2337.1:2004 removal
of the valve, cleaning of cylinder interior and neck threads, internal
examination in accordance with AS 2337 Part 1, checking the
valve for correct function and condition in accordance with AS
2337.1:2004, pressure tests in accordance with the cylinder
specification and AS 2337.1:2004, drying the cylinder, refitting the
valve, partially charging the cylinder with air, checking the cylinder
or valve for leaks, tagging or labelling the cylinder, preparation of a
periodic test certificate for a customer, cylinder hydrostatic test
failure standards and protocol.
