and conduct SCUBA cylinder visual inspections.

Explanatory notes
1
Industry technical and safety criteria refers to the candidate performance being
carried out in accordance with the Hazardous Substances (Compressed Gases)
Regulations 2004 and code(s) of practice approved by the Environmental Protection
Authority (EPA) pursuant to sections 78 and 79 of the Hazardous Substances and
New Organisms Act 1996.

All testing operations must comply with the requirements of the Health and Safety in
Employment Act 1992, the Health and Safety in Employment Regulations 1995, the
Accident Compensation Act 2001, the Hazardous Substances (Compressed Gases)
Regulations 2004, AS 2337.1:2004 Gas cylinder test stations – General
requirements, inspection and tests – Gas cylinders, Hazardous Substances and New
Organisms Act 1996, and the EPA Guide to Gas Cylinders 2013.

Sufficiency for this unit standard requires the visual testing of a minimum of three
SCUBA cylinders of differing specifications. Of the three cylinders a minimum of one
must be constructed of steel, and a minimum of one must be constructed of
aluminium.

Visual inspections may only be carried out at approved EPA accredited testing
stations.

Whilst conducting visual cylinder inspections the candidate must be supervised by a
periodic tester approved as a test certifier by the EPA. The approved periodic tester
is the only person who can issue a periodic test certificate for each cylinder
subsequent to the candidate’s assessment.

Evidence requirements
1.1
SCUBA cylinder periodic visual inspection and testing regulations are described
in accordance with industry technical and safety criteria.
Range

Hazardous Substances (Compressed Gases) Regulations 2004,
Hazardous Substances and New Organisms Act 1996, EPA Guide
to Gas Cylinders 2013, EPA approval as an independent tester,
legislative responsibilities as a periodic tester.

accordance with industry technical and safety criteria and organisational
requirements.
