People credited with this unit standard are able to: identify
legislative authorities and requirements relating to
biosecurity; explain entry standards for imported goods and
conveyances; and identify documentation relating to
biosecurity requirements.
This unit standard is designed for people who are, or wish to
become, Quarantine Officers of the Ministry of Agriculture
and Forestry (MAF).

Definitions
Conveyance includes any craft, truck, cargo container,
horsebox, wagon, cart, dray, cage, kennel, or vehicle
that is or has been used for the conveyance of, or has
come into direct contact with, any organism or organic
material.

Any other biosecurity terms that are used in this unit
standard and are defined in the Biosecurity Act 1993,
Import Health Standards, International Plant Protection
Convention (IPPC) 1992, or the FAO Glossary of
Phytosanitary Terms 1990, are to be taken as having
the same meanings as defined in those documents.
Where definitions appear in more than one document,
the documents are to be given the order of precedence
as listed here.

Process Procedures are the standard operating
procedures approved by the Ministry of Agriculture and
Forestry Biosecurity Authority (MAFBA) for the direction
of MAF Quarantine Service (MSQ) staff in the delivery
of biosecurity services.

Import Health Standards are issued by, and are
available through, the MAF Biosecurity Authority, PO
Box 2526, Wellington, or from the MAF website at
www.maf.govt.nz.

The International Plant Protection Convention (IPPC)
1992 and the FAO Glossary of Phytosanitary Terms
1990 are available through Ministry of Agriculture and
Forestry Quarantine Service (MQS) offices, and from
Forest Industries Training, PO Box 6216, Rotorua.

Identify legislative authorities and requirements relating to biosecurity.

1.1
The scope of the Biosecurity Act 1993 is explained in terms of the importation of
risk goods, administrative provisions, miscellaneous powers, savings, and
transitional provisions.
1.2
The Legislative powers and authorities granted to warranted Quarantine
Officers are explained in accordance with the Biosecurity Act 1993.
1.3
Biosecurity breaches and offences under the Biosecurity Act 1993 and actions
to be taken by appointed quarantine staff, are described in accordance with
Process Procedures.
1.4
Other legislation relating to biosecurity requirements at the New Zealand border
is defined in terms of the Ministry of Agriculture and Forestry delegated
authorities and responsibilities under the Biosecurity Act 1993.

2.1
Biosecurity requirements for imported goods and conveyances are explained in
terms of Permits to Import, Import Health Standards, and their relationship to
Process Procedures.
2.2
Interdepartmental and interagency requirements and delegated authorities
relating to imported goods are explained in accordance with interdepartmental
and interagency service agreements.

3.1
Pre-entry documentation requirements for imported goods are identified in
accordance with Process Procedures.
Range:
documentation includes but is not limited to - manifests, airway
bills, risk cargo profiles, International Phytosanitary Certificates,
Animal Compounds Unit licences, certificates of origin, irradiation
certificates, manufacturer’s declarations, permits to export, permits
to import, veterinary certificates, fumigation certificates, seed
analysis certificates, treatment certificates, thermograph records,
sampling certificates, pasteurisation certificates, zoo-sanitary
certificates.

3.2
Control documents for imported goods and conveyances are identified in
accordance with Process Procedures.
Range:

Biosecurity Authorisation Clearance Certificate (BACC), invoices,
laboratory submissions.
Post-entry records and reports are identified in accordance with MQS
requirements.
