People credited with this unit standard are able to identify and describe what constitutes a state of emergency, and the process for declaring, extending and terminating a state of emergency. Evidence requirements 2.1 Factors to be considered in the declaration of a state of emergency are identified and described. Range 2.2 includes but is not limited to – the situation is within the definition of emergency under the CDEM Act 2002, need for the powers available under the CDEM Act 2002. Description of the process of declaring complies with legislation and CDEM Group Plan. Range how declaration is made, who seeks the declaration, forms, signing authority, duration, public notice, gazette requirements and identification of geographic area declaration applies to. Outcome 3 Identify and describe the process for extending a state of emergency. Evidence requirements 3.1 Factors that need to be considered in the extension of a state of emergency are identified and described.
