The MOU outlines moderation in New Zealand, the granting of consent to assess against standards to providers in New Zealand and the provision for participation of the New Zealand industry in the review of this standard. Harm means illness, injury, or both, and includes physical or mental harm caused by work-related stress. Hazards refer to those occurrences, processes, substances or situations that are determined as being an actual or potential cause or source of harm. Standards refer to any New Zealand or Australian Standards that provide technical guidance and specifications. Standards may also be specified in regulations. Industry Training Organisations must be granted consent to assess against standards by NZQA before they can register credits from assessment against unit standards. Providers and Industry Training Organisations, which have been granted consent and which are assessing against unit standards must engage with the moderation system that applies to those standards. Requirements for consent to assess and an outline of the moderation system that applies to this standard are outlined in the Consent and Moderation Requirements (CMR).
