Strategic purpose statement
This qualification is designed for people operating or intending to
operate as part of an emergency response team or crew.
This qualification contributes to a safer New Zealand through
providing skilled emergency response personnel, able to operate
across multiple agencies.
Graduates of this qualification will be able to work in a team,
under the general supervision of a crew or team leader.

Graduates of this qualification will be able to:

Describe the role of the agency in which they will operate in
an emergency response situation, and the multi-agency
environment within which they may respond.

Communicate effectively in an emergency management
situation.

Identify the risks in order to work safely within an emergency
incident.

Describe basic health and safety requirements for operating
within an emergency management environment.

Perform First Aid in an emergency response context.

Work within an incident command structure.
Graduates of the Aviation Rescue Fire Fighting strand will also
be able to:

Explain basic fire science behaviour and its relationship to an
aviation rescue firefighting incident

Use knowledge of aircraft to carry out emergency aircraft

shutdown procedures in an emergency or incident

Drive a fire and rescue vehicle within an airport environment
in accordance with appropriate licensing requirements and
health and safety requirements.

Set up and use equipment and techniques to assist the
operational requirements of aviation rescue firefighting
incidents, or aid incident reduction.
Graduates of the Civil Defence Emergency Response strand will
also be able to:

Undertake a Civil Defence Emergency Management function
to meet incident requirements.
Graduates of the Urban Fire and Rescue Operations strand will
also be able to:

Explain basic fire science and its relationship to an incident

Perform rescue and fire suppression under general
supervision.

Perform rescue and effectively render an incident safe under
general supervision at a non-fire incident.

Participate in the delivery of community initiatives to aid fire
and/or emergency risk reduction.

Use equipment and techniques to assist the operational
requirements of emergency incidents.
Graduates of the Workplace Response strand will also be able
to:

Carry out routine checks to contribute to the operational
readiness of a workplace emergency response team.

Set up and use equipment to assist the operational
requirements of a workplace incident response.
This qualification leads to the New Zealand Certificate in Fire and
Rescue Services (Aviation Rescue Fire Fighting) (Level 3) [Ref:
1837], and the New Zealand Certificate in Fire and Rescue
Services (Urban Fire and Rescue Operations) (Level 3) [Ref:
1835].
Graduates in the Civil Defence Emergency Management sector
can progress to the New Zealand Certificate in Emergency
Management (Response) (Level 4) [Ref: 3019].

Employment pathway
Aviation Rescue Fire Fighting strand:
Graduates of this qualification will have the skills and knowledge
to operate as an Aviation Rescue Fire Fighter.
For New Zealand Defence Force personnel this qualification
contributes to the rank of Leading Aircraftsman.
Civil Defence Emergency Management strand:
Graduates of this qualification will have the skills and knowledge
to operate within Civil Defence Emergency Management
response teams.
Urban Fire and Rescue Operations strand:
Graduates of this qualification will have the skills and knowledge
to operate within an urban fire and rescue team.
For New Zealand Defence Force personnel this qualification
contributes to the rank of Aircraftsman in the Air Force, and
Lance Corporal in the Army.
Workplace Response strand:
Graduates of this qualification will have the skills and knowledge
to operate within an organisation specific workplace response
team

This qualification is awarded by the education organisation where
the learner achieved the programme of study or industry training
leading to the qualification.

Regular monitoring of trainee progression within either the
TEO or the workplace, including liaising with employers,
teaching staff, training supervisors, and sector managers
about the value of the training, graduates, and qualification
to the business.

Regular cross-sector meetings (Advisory Groups) where the
changing training needs of the sector can be discussed in
light of technology changes, workplace practices and
graduate capabilities.

Independent surveys of graduates and employers to
determine if the graduates are appropriate for the
workplace.

Providing an alignment matrix of programme outcomes or
unit standards against the qualification outcomes.
Achievement of all core outcomes and at least one strand.

Replacement information
This qualification replaced the New Zealand Certificate in Fire
and Rescue Services with strands in Airport, Urban Fire and
Rescue Operations, and Vegetation (Level 2) [Ref: 1833];
New Zealand Certificate in Fire and Rescue Services (Urban
Operational Support) (Level 2) [Ref: 1839]; National Certificate in
Civil Defence (Response) (Level 2) [Ref: 1447]; National
Certificate in Civil Defence (Response) (Level 3) [Ref: 0327]; and
National Certificate in Fire and Rescue Services (Industrial
Emergency Response) (Level 2) [Ref: 1370].
Candidates currently working towards a replaced qualification or an earlier version of this qualification
may either complete the requirements for that qualification by 31 December 2019 or transfer the existing
credits to this qualification.
The last date for entry into programmes leading to the replaced qualifications is 31 December 2017.
The last date for award of the replaced qualifications is 31 December 2019, at which time they will be
discontinued.
It is anticipated that no existing candidates will be disadvantaged by these transition arrangements.
However, anyone who feels that they have been disadvantaged may appeal to The Skills Organisation at
the address below. Appeals will be considered on a case-by-case basis.
